YAPAY ZEKÂ STRATEJİLERİNDE VERİ POLİTİKALARI: SEÇİLİ ÜLKELERİN KARŞILAŞTIRMALI DEĞERLENDİRMESİ

Abstract

Devletler verilerin yönetilmesi, korunması ve etkin şekilde kullanılması amacıyla yapay zekâ strateji belgelerinde veri politikalarına yer vermekte ve ayrı olarak veri politikaları geliştirmektedir. Bu çalışmanın amacı Türkiye, ABD, Bulgaristan, Çin ve Polonya’nın yapay zekâ veri stratejilerini incelemek, Türkiye’nin veri politikaları konusunda dünyadaki yerini göstermektir. Nitel araştırma yöntemiyle tasarlanan çalışmada, içerik analizi gerçekleştirilmiştir. Analiz sonucunda yapay zekâ stratejileri veri politikalarının veri güvenliği ve mahremiyet, veri yönetimi, veri güvenliği/gizliliği ve büyük veriye erişim temaları bağlamında değerlendirilmektedir. Araştırma sonucunda Türkiye’nin yapay zekâ teknolojilerinin etik ve etkili kullanımı için gerekli olan veri yönetimi, gizlilik ve yönetişimin çeşitli yönlerini ele aldığı; açık veri kaynaklarının kullanımını teşvik ettiği, veri politikalarına yönelik güncel gelişmeleri takip ettiği, bu konularda önlemler almaya başladığı, ulusal strateji belgelerinde veri politikalarına yer verdiği görülmektedir.

DATA POLICY IN ARTIFICIAL INTELLIGENCE STRATEGIES: THE COMPARATIVE ASSESSMENT OF SELECTED COUNTRIES

Abstract

Governments include data policies in their artificial intelligence strategy documents and develop separate data policies to manage, protect, and effectively use data. This study aims to examine Türkiye’s artificial intelligence data strategies, compare them with the examples in the world, and to reveal Türkiye’s place in the world in terms of data policies. Content analysis was conducted in the study using the qualitative research method. As a result of the analysis, artificial intelligence strategies were evaluated in the context of data security and privacy, data management, data security/privacy and access to big data themes of data policies. As a result of the research, it was observed that Turkey addresses various aspects of data management, privacy, and governance necessary for the ethical and effective use of artificial intelligence technologies, encourages the use of open data sources, follows current developments in data policies, starts to take measures in this regard, and includes data policies in national strategy documents.
