The modernization process in non-Western societies was shaped by the desire to emulate the economic, political, and social structures of the West. However, this process did not yield the same results as it did in Western countries, and even created new challenges for these societies. The primary reason for this divergence lies in the fact that non-Western countries did not share the same historical trajectory or cultural structures as the West. While modernization in the West gained momentum through grassroots demands and movements for change, in non-Western societies, modernization efforts were typically led by state elites, often disregarding the internal dynamics of their own societies. This is particularly evident in the modernization experiences of Turkey and Russia. In both countries, the state sought to implement modernization by imitating the developed systems of the West, attempting to spread the process from the top down. This approach, however, led to significant tensions between the state and society, hindering the emergence of the positive outcomes seen in the West. As a result, Turkey and Russia found themselves diverging from the Western path of development. This article aims to analyze why Turkish and Russian modernization followed a different trajectory from the West and whether these processes gave rise to new social classes within their societies.
Modernleşme süreci, Batılı olmayan toplumların, Batı’nın ekonomik, siyasi ve sosyal yapılarına ulaşma arzusu doğrultusunda şekillenmiştir. Ancak bu süreç, Batılı ülkelerdeki deneyimlerle aynı sonuçları vermemiş, hatta bu toplumlar için yeni zorluklar yaratmıştır. Batılı olmayan ülkelerin, Batı ile aynı tarihsel koşullara ve kültürel yapılara sahip olmamaları, bu farklılaşmanın temel nedenlerinden biridir. Batıda modernleşme, tabandan gelen talepler ve değişim hareketleriyle ivme kazanırken, Batılı olmayan ülkelerde modernleşme girişimleri genellikle devlet elitlerinin yönlendirmesiyle ve toplumun özgün dinamikleri göz ardı edilerek gerçekleştirilmiştir. Bu süreç, özellikle Türk ve Rus modernleşmelerinde belirgin bir şekilde gözlemlenmiştir. Her iki ülkede de devlet, Batı’nın gelişmiş sistemlerini taklit ederek modernleşme sürecini yukarıdan aşağıya doğru genişletmeye çalışmış, bu durum devlet ve toplum arasında derin gerilimlere yol açmıştır. Bu gerilimler, Batı’da modernleşmenin yarattığı olumlu sonuçların Türkiye ve Rusya’da ortaya çıkmasını engellemiş ve bu ülkelerin Batı’nın dışında kalmasına neden olmuştur. Bu makale, Türk ve Rus modernleşmesinin Batı’dan neden farklılaştığını ve bu süreçlerin toplumlarında yeni toplumsal sınıfların doğup doğmadığını analiz etmeyi amaçlamaktadır.
