This study aims to examine the concept of public austerity in siyasetnames, which are the fundamental texts of the Turkish-Islamic administrative tradition, focusing on the work Nushatü's-Selâtîn by the 16th-century Ottoman thinker Gelibolulu Mustafa Âlî. While austerity measures, an important tool of public financial management, are generally addressed in terms of their technical and financial dimensions such as reducing expenditures and increasing revenues, the tradition of siyasetname adds moral, administrative, and philosophical depth to the subject. In this context, the study first outlines the conceptual framework of austerity measures in the modern sense and the genre of siyasetname. Subsequently, the organic link between the concept of austerity and topics such as waste, thrift, treasury management, and merit in the siyasetname tradition is revealed. In Nushatü's-Selâtîn, examined as a case study, the fundamental causes of the financial and administrative deterioration observed by Gelibolulu Âlî in governance are analyzed in detail. The research findings demonstrate that siyasetnames conceive of public austerity not merely as budgetary discipline, but as a holistic approach to governance based on justice, merit, and law.
Bu çalışma, Türk-İslam yönetim geleneğinin temel metinleri olan siyasetnamelerdeki kamuda tasarruf anlayışını, 16. yüzyıl Osmanlı mütefekkiri Gelibolulu Mustafa Âlî’nin Nushatü’s-Selâtîn adlı eseri ekseninde araştırmayı amaçlamaktadır. Kamu maliyesi yönetiminin önemli bir aracı olan tasarruf tedbirleri, genellikle harcamaların kısılması ve gelirlerin artırılması gibi teknik ve mali boyutlarıyla ele alınırken, siyasetname geleneği konuya ahlaki, idari ve felsefi bir derinlik katmaktadır. Bu bağlamda çalışma, öncelikle modern anlamda kamuda tasarruf tedbirlerinin ve siyasetname türünün kavramsal çerçevesini çizmektedir. Ardından, siyasetname geleneğinde israf, tutumluluk, hazine yönetimi ve liyakat gibi konuların tasarruf anlayışıyla olan organik bağı ortaya konulmaktadır. Vaka analizi olarak ele alınan Nushatü’s-Selâtîn’de Gelibolulu Âlî’nin, yönetimde gözlemlediği mali ve idari bozulmanın temel nedenleri detaylı bir şekilde analiz edilmektedir. Araştırmanın bulguları, siyasetnamelerin kamusal tasarrufları yalnızca bir bütçe disiplini olarak görmediğini; adalete, liyakate ve hukuka dayanan bütüncül bir yönetim anlayışı olarak kavradığını göstermektedir.
