Abstract

Önsöz, kitap giriş kısmında yer alan, o eserin konusunu, amacını, işleniş biçimini anlatır. Eski dilde mukaddime olarak geçmektedir. Yazarın okuyucularına seslenişidir. Genellikle kitabın fikrinin nasıl ortaya çıktığını, eserin amacını, kitabın yazılması ve yayınlanması sırasında yaşananları kısaca ele almaktadır. Çoğu zaman kitabın yazılması ve yayınlanması sürecinde yardımcı olan ve fikir sağlayanlara bir teşekkürle son bulur. Bazen bu kısımda kitabın asıl metniyle ilgili bilgiler de verilebilmektedir.
Kitap tanıtı veya eleştirisi, bir kitabın içi ve dışı bakımından biçimsel özellikleri ile konuların işleyiş usulü ile amacına uygun olarak anlatımını ele almaktır. Ayrıca bu anlatımın yerindeliği, başarısı ve başarısızlığı noktasında hareket edilmekte ve çalışmanın daha iyi hale nasıl getirilebileceği fikri öne atılmaktadır. Bu durum hem yazar açısından ve hem de okurlar açısından son derece yararlıdır.
Mutlakıyetten Cumhuriyet’e kadar Meşrutiyet dâhil olmak üzere geçen sürede belli başlı polis kitaplarının önsözleri değerlendirilerek polisin kavramsal gelişimi ile birlikte teşkilatın eriştiği nokta tespit edilmeye çalışılmıştır. Bu manada on yedi tane polis kitabı incelenmiştir. Böylece alanında uzman kişilerin, polis teşkilatının gelişimindeki rolü ve düşünsel anlamda katkısı ayrıca tespit edilmiştir.

POLICE BOOKS OF THREE PERIOD; PREFACE AND INTRODUCTION

Abstract

The preface, which is in the introduction part of the book, tells about the subject, purpose and method of the work. It is mentioned in the old language as a preface. It is the author's address to his readers. Generally, it briefly discusses how the idea of the book came about, the purpose of the work, what happened during the writing and publication of the book. It often ends with a thank you to those who helped and provided ideas during the writing and publishing of the book. Sometimes, information about the original text of the book can also be given in this section.
Book promotion or criticism is to deal with the formal features of a book in terms of inside and outside, and the way the subjects are explained in accordance with its purpose and method. In addition, the appropriateness, success and failure of this narrative are taken into consideration and the idea of how to improve the work is put forward. This is extremely beneficial for both the author and the readers.
From the Absolute to the Republic, including the Constitutional Monarchy, the prefaces of the major police books were evaluated and the conceptual development of the police and the point reached by the organization were tried to be determined. In this sense, seventeen police books were examined. Thus, the role and intellectual contribution of experts in the field in the development of the police organization has also been determined.
