The transformation within the social sciences doesn’t arise solely from their intrinsic dynamics; rather, it enters a multidimensional process fueled by advancements in the natural sciences and technology. These technologies have a significant effect on the structural foundations of the modern state, including territory, internal sovereignty, monetary system, citizenship, and the core functions of the state. Under the impact of high-tech innovations, these elements of the state are being redefined both in terms of content and function. This study intends to analyse the mechanisms and directions of the ongoing transformation. Given the nature of the social sciences, this analysis is oriented less toward forecasting the future and more toward explicating the ongoing transformation based on existing data. In this framework, this study examines the dominant characteristics of the basic elements of the state and how these elements have been transformed with the development of advanced technologies. The assessment is based on concrete areas of use where these technologies directly and indirectly affect the state structure. The future form of this transformation will emerge over time. However, a detailed examination of the present structure provides a critical foundation for understanding the potential political, economic, and social configurations that may arise. Accordingly, the evaluation presented in this study explains the relationship established between technological developments and the core elements of the state. This analysis was carried out within the scope of a qualitative research design employing a descriptive research model, based on the review of secondary data. The findings indicate that advanced technologies produce both reinforcing and weakening effects within the domains of state sovereignty. In particular, data-driven decision- making mechanisms strengthen sovereignty’s control mechanism, whereas decentralized financial technologies exert constraining pressures on the state's monetary system and internal sovereignty components.
Sosyal bilimlerdeki dönüşüm, yalnızca kendi içsel dinamiklerinden kaynaklanmamakta aynı zamanda doğa bilimlerinden ve teknolojideki gelişmelerden, beslenerek çok boyutlu bir dönüşüm sürecine girmektedir. Bu teknolojiler, modern devletin yapısal temelini oluşturan toprak, iç egemenlik, para sistemi, vatandaşlık olgusu ve devletin temel işlevleri üzerinde belirgin etkiler yaratmaktadır. Devletin bu unsurları, yüksek teknoloji ürünü buluşların etkisiyle hem içerik hem de işlev bakımından yeniden tanımlanmaktadır. Bu çalışma, söz konusu dönüşümün günümüzde nasıl ve hangi yönde ilerlediğini açıklamayı amaçlamaktadır. Bu analiz, sosyal bilimlerin doğası gereği gelecek öngörüsünden ziyade, mevcut verilerle içinde bulunulan dönemdeki dönüşümü açıklamaya yöneliktir. Bu çerçevede çalışmada; devletin temel unsurlarının hangi başat özelliklere dayandığı ve ileri teknolojilerin gelişmesiyle bu unsurların nasıl bir dönüşüm geçirdiği ele alınmıştır. Değerlendirme, söz konusu teknolojilerin devlet yapısını doğrudan ve dolaylı olarak etkilediği somut kullanım alanları üzerinden yapılmıştır. Söz konusu dönüşümün gelecekte nasıl bir form alacağı zamanla ortaya çıkacaktır. Ancak bugünün yapısını detaylı biçimde incelemek, ileride karşılaşılması muhtemel politik, ekonomik ve toplumsal yapıların anlaşılmasına önemli bir zemin hazırlayacaktır. Bu kapsamda, çalışmada ortaya konan değerlendirme, teknolojik gelişmelerin devletin temel unsurlarıyla nasıl bir ilişki kurduğunu açıklamaktadır. Bu analiz, ikincil verilerin incelendiği nitel bir yöntem çerçevesinde, betimleyici araştırma modeliyle gerçekleştirilmiştir. Yapılan analiz sonucunda, ileri teknolojilerin devletin egemenlik alanlarında hem güçlendirici hem de zayıflatıcı etkiler yarattığı görülmüştür. Özellikle veri temelli karar mekanizmaları egemenliğin denetim mekanizmalarını pekiştirirken, merkezsiz finans teknolojileri devletin para ve iç egemenlik unsurları üzerinde sınırlayıcı bir baskı oluşturmaktadır.
