CONTROL FUNCTION IN ORGANIZATIONS AND THE PERCEPTION OF CONTROL IN THE WORKERS: EXAMPLE OF HAKKÂRİ POLICE DEPARTMENT

Abstract

Organizations have to implement certain functions in order to survive and develop. One of those functions is the “control” which helps them to see either they reached to their goals of establishment or how much they close to their targets. It can be said that every organization has a control function either hierarchical or not. Another benefit of control function is its contribution in directing workers to the targets of the organization. For this reason, control function must be accepted by the workers as much as the managements of organizations. Police organization which renders security service is also the one in which control function is efficient with its hierarchical structure. In this study it was tried to establish how and in what dimension the police officers perceive control. In this context, first of all, the conceptual analysis of control and perception was given a place and later some previous studies were assessed. The police organization which has a sui generis control function was assessed in terms of control system and means that exist in its structure, later a questionnaire which was conducted over police officers of Hakkâri Police Department were given place and its conclusions were analyzed. At the end of the study it was understood that there is a relation between stress and job tiredness and control perception in negative direction and between qualification of controller and control perception in positive direction.

ÖRGÜTLERDE DENETİM İŞLEVİ VE ÇALIŞANLARDA DENETİM ALGISI: HAKKÂRİ EMNİYET MÜDÜRLÜĞÜ ÖRNEĞİ

Abstract

Örgütler hayatlarını ve gelişimlerini sürdürebilmeleri için belirli işlevleri yerine getirmelidirler. Bunlardan biri de kuruluş amaçlarına ulaşıp ulaşmadıklarını ya da hedeflerine ne kadar yakınlaştıklarını görmelerinde faydası olan “denetim” işlevidir. Dolayısıyla hiyerarşik olsun olmasın her örgütün bir denetim işlevi vardır denilebilir. Denetim işlevinin diğer bir faydası ise çalışanların örgüt amaçlarına yönlendirilmesinde katkı sağlamasıdır. Bu itibarla denetim işlevi örgüt yönetimleri tarafından kabul edilebildiği gibi örgüt çalışanları tarafından da kabul edilebilmelidir. Güvenlik hizmetini yerine getiren polis örgütü de hiyerarşik yapısı ile denetim işlevinin etkin olduğu örgütlerden biridir. Bu çalışmada polis memurlarının, örgütlerinde var olan denetim işlevini, ne yönde ve nasıl algıladıkları tespit edilmeye çalışılmıştır. Bu kapsamda öncelikle denetim ve algı hakkında kavramsal analize yer verilmiş ve sonrasında konu hakkında daha önceden yapılan çalışmalar değerlendirilmiştir. Kendine özgü denetim işlevi bulunan polis örgütü, yapısında bulunan denetim sistemi ve araçları açısından değerlendirilmiş, müteakiben Hakkâri Emniyet Müdürlüğü’nde görev yapan polis memurları üzerinde yapılan anket çalışmasına yer verilmiş ve elde edilen bulgular analize tabi tutulmuştur. Çalışma sonucunda mesleki yorgunluk ve stres ile denetim algısı arasında ters yönlü bir ilişki, denetimi yapanın yeterliliği ile denetim algısı arasında doğru yönlü bir ilişki olduğu anlaşılmıştır.
