Abstract

Uluslararası atık ve kimyasallar rejimi, ilk başta
ayrı olarak oluşturulmuş, ancak sebep oldukları risklere ve sorunların
ortaklığı paralelinde tek bir rejime dönüştürülme çalışmaları başlatılmıştır.
Tehlikeli atık ve kimyasallar alanında uluslararası düzenlemeler
incelendiğinde, süreçlerin yönetiminde BM Zirvelerinde belirlenen hedeflerin
yol gösterici olduğu görülmekte, gelişmiş ve gelişmekte olan ülkelerin
süreçlere ilişkin yaklaşımlarında ise belirgin bir farklılık dikkat çekmektedir.
Bu derlemede, uluslararası tehlikeli atık ve kimyasallar rejimi altında küresel
ve bölgesel ölçekli düzenlemeler ele alınarak Basel, Stockholm, Rotterdam ve
Minemata Sözleşmelerinin gelişim süreçleri incelenmiş, aynı zamanda bu alanda son
yıllarda başlatılan sinerji çalışmaları ve küresel detoks hareketi incelenen
diğer konular olmuştur.  Son dönemdeki
çabaların olumlu olduğu ve Birleşmiş Milletler 2030 Sürdürülebilir Kalkınma
Gündemindeki hedefleri yerine getirmeye de hizmet ettiği; ancak mevcut ekonomik
düzende etkilerinin oldukça sınırlı olabileceği değerlendirilmektedir.
