                                                                                                <abstract><p>Bu araştırmanın amacı Türkiye, Singapur ve Hong Kong’da belirlenen öğretmenlik mesleğigenel yeterliklerini karşılaştırmaktır. Nitel araştırma ilkelerine dayalı olarak yürütülen buaraştırma kapsamındaki üç ülke, amaçlı örnekleme yöntemlerinden aşırı veya aykırı durumörneklemesi yoluyla seçilmiştir. Bu çerçevede, öğretmen başarısının göstergelerinden biriolarak kabul edilen öğrenci başarısı ölçüt alınarak PISA (Uluslararası Öğrenci DeğerlendirmeProgramı) ve TIMSS (Uluslararası Matematik ve Fen Eğilimleri Araştırması) gibi uluslararasıöğrenci değerlendirme sınavlarında son yıllardaki ülke sıralamalarına dikkat edilmiştir. Verikaynağı olarak dokümanlar incelenmiş ve seçilen dokümanların her ülkedeki öğretmenyeterlikleri ile ilişkili birincil kaynak (kurum) tarafından yayımlanmış temel dokümanlarolmasına dikkat edilmiştir. Betimsel analiz yöntemi ile elde edilen bulgular ışığında, her ülkeiçin ortak bir öğretmen niteliğinin belirlenmesinin olanaklı olmamasına karşın öğretmenlerdenbeklenen yeterliklerde bazı önemli benzerliklerin olduğu söylenebilir. Diğer yandan, herülkenin kendi sosyal, kültürel ve ekonomik şartlarına, tarihsel bağlamına ve eğitim felsefesinegöre yapılanabilecek kendi öğretmen yetiştirme sistemi içerisinde öğretmenlerden beklentilerinşekillendiği ve bu nedenle incelenen ülkelerin genel yeterlikleri arasında farklılıkların dabulunduğu sonucuna ulaşılabilir. Araştırmadan elde edilen sonuçlar, eğitim sistemlerindekibaşarıları ile ön plana çıkan bu iki ülkede öğretmenlerden beklenen genel yeterliklerin analizedilerek taklit edilmeden ülkemizdeki öğretmenlik mesleği genel yeterlikleriningeliştirilmesine katkıda bulunabilir ve ülkemizde öğretmen eğitimi sisteminin çeşitlibileşenlerinin daha etkili politikalarla güçlendirilmesi için bir temel oluşturabilir.</p></abstract>

                            <p>This study compares the general teacher competencies identified for teachers in Turkey withthose in Singapore and Hong Kong. Employing the principles of qualitative research paradigm,the sample of the study involved three countries that were selected through extreme casesampling based on their unusual or special position, including their outstanding successes ornotable failures in the international assessments of student performance such as PISA(Programme for International Student Assessment) and TIMSS (Trends in InternationalMathematics and Science Study). The data involved the collection of primary documents thatwere published by the responsible governmental institution in each country, and were analyzeddescriptively. Based on the findings, this study reports that there are certain similarities acrossthe general competencies identified in three countries as there are commonalities and consensusto some extent in the definition of effective teaching across cultures. On the other hand, eachcountry also places special emphasis on distinct competencies given the fact that how teachercompetencies are defined is also tied to each country’s history and culture. Accordingly, thepresent study might offer insights into reconsidering and revising the general competencies thatare expected from teachers in Turkey. In so doing, the study might further offer a ground forinterconnected teacher education policies that could be developed on the basis of the revisedcompetencies.</p></trans-abstract>
