Abstract
Gelişmekte olan ülkelerde, yeni bilgi teknolojilerinin kullanım biçimi ve mantığı ile ilgili tartışmalarda, bu teknolojilerin sürekli gelişmeleri sonucu aldıkları yeni görünümler, genellikle göz ardı edilmektedir. Bu (sorun), yeni teknolojilerin kısa zamanda hızla yaygınlaşmasından ve söz konusu teknolojilerin belli bir bütünlük içerisinde değerlendirilmesine yeterince zaman bulunamamasından kaynaklanmaktadır. Oysa hızla yaygınlaşan bu yeni teknolojilerin çoğu daha şimdiden demode olmuştur.
