Health Transformation Program in Turkey and Efficiency of Public Hospitals

      Under Health Transformation Program (HTP), many importantreforms have been carried out in health sector of Turkey since 2003. Thepurpose of this study is to investigate the technical efficiency of theMinistry of Health Hospitals under the impacts of the HTP during the period2009-2014 in addition to the effects of some environmental and institutionalfactors on the technical efficiency of the hospitals. The efficiencycalculations of 301 hospitals were carried out by Data Envelopment Analysis foreach year. Also, before and after the 2010 and 2012 periods, the variations intotal factor productivity of the hospitals have been calculated by the methodof Malmquist index. According to the obtained results, after the periods 2010and 2012, the rates of increase in efficiency have a downward trend as comparedto previous periods. As a result, despite technological improvement in thehospitals, there seems to be a decline in total factor productivity ofhospitals.

      Türkiye’de2003 yılından başlatılan Sağlıkta Dönüşüm Programıyla (SDP) sağlık alanındaönemli reformlar gerçekleştirilmiştir. Bu çalışmanın amacı, 2009-2014 dönemindeSDP’nin etkileri altında, Sağlık Bakanlığı’na bağlı hastanelerin tekniketkinliğinin yanında bazı çevresel ve kurumlara özgü faktörlerin hastanelerinteknik etkinliği üzerindeki etkilerinin araştırılmasıdır. 301 hastanesininetkinlik hesaplamaları her yıl için Veri Zarflama Analizi yöntemiylegerçekleştirilmiştir. Ayrıca, 2010 ve 2012 dönemleri öncesi ve sonrası için,hastanelerin toplam faktör verimliliğindeki değişimler Malmquist indeksiyöntemiyle hesaplanmıştır. Elde edilen sonuçlara göre, 2010 ve 2012 sonrası verimliliktekiartış oranları önceki dönemlere kıyasla düşüş eğilimi göstermektedir. Sonuçolarak, hastanelerde teknolojik ilerleme olmasına rağmen, hastanelerin toplamfaktör verimliliğinde düşüş görülmektedir.
