                                                                                                <abstract><p>Bölgesel kalkınmada yatırım ve verimlilik artışlarınınetkisini araştıran bu çalışmada, hesaplanabilir genel denge modeli kullanılarakiki farklı senaryo test edilmiştir. Senaryolar TRA1 Düzey 2 Bölgesi(Erzurum-Erzincan-Bayburt) için uygulanmıştır ve çalışmanın veri altyapısını 2016yılı güncel sosyal hesaplar matrisi oluşturmaktadır. Birinci senaryoda kamu veözel kesim yatırımlarındaki artışın, ikinci senaryoda ise yatırım artışlarının verimlilikartışı ile desteklenmesinin bölgenin istihdam, katma değer, ortalama ücret vebölge içi tüketim değerleri üzerine olan etkisi araştırılmıştır. Senaryo 1sonucuna göre, yatırım artışı, tarımsal istihdamı daha fazla artıracak, katmadeğer artışı daha az olacak, TRA1 bölgesi ile diğer bölgeler arasındakiortalama ücret farkı giderek artacak ve bölgeiçi tüketim tarımsal ürünlerekayacaktır. Senaryo 2 sonucuna göre, yatırım artışının verimlilik artışı iledesteklenmesi, tarımdışı istihdamı daha fazla artıracak, katma değer artışıdaha fazla olacak, TRA1 bölgesi ile diğer bölgeler arasındaki ortalama ücretfarkı giderek azalacak ve bölgeiçi tüketim tarımdışı ürünlere kayacaktır. Kurgulananmodelin çözümü ile yatırımların verimlilik artışı ile desteklenmesinin bölgeekonomisi için sadece yatırım artışından daha etkili olduğu ve yatırımlarınartırılmasının yanısıra verimliliği artırıcı politikalara ağırlık verilmesigerektiği sonucuna ulaşılmıştır.</p></abstract>
                                                                                                                                    <trans-abstract xml:lang="en">
                            <p>In this study, to investigate the effect of investment andproductivity increases on regional development two different policy scenarioswere applied by using a computable general equilibrium model . The scenarioshave been implemented for TRA1 Level 2 Region (Erzurum-Erzincan-Bayburt) andthe data utilized in the study was composed of the actual social accountingmatrix for 2016. In the first scenario, the effect of the increase in publicand private sector investments and in the second scenario, the effect of theinvestment increases sourced by the productivity increase has been investigatedon the region&#039;s employment, added value, average wage and intra-regionalconsumption values. According to the result of scenario 1, increases ininvestment would enhance agricultural employment even more, the increase inadded value would be less, average wage differential between TRA1 region andother regions would gradually increase and the intra-regional consumption wouldshift to agricultural products. According to the result of scenario 2,supporting investment increase sourced by increased productivity would enhancenon-farm employment even more, the increase in added value would be more,average wage differential between TRA1 region and other regions would graduallydecrease and the intra-regional consumption would shift to non-agriculturalproducts. It has been concluded that supporting the investments with increasedproductivity would be more effective than only investment increases for theregion&#039;s economy and that the policies increasing productivity should betargeted besides investment increase.</p></trans-abstract>
