This article has been written on the base of the office archives materials and devoted to the visit of Turkish Vizier Khusein Khilmi to Kazan in 1910 this appointment with Tatar Muslim population, merchants, politics, intellegentia, the visit to Kazan mosques, medrese (religion schools), orphanage, typography and others are described. Khilmi Pasha’s opinion about the role of public education development is learnt. The reaction of both official powers of Kazan Province and tatar population to the visit of Khilmi – Pasha is shown in the work.

Встречи визиря с татарами-мусульманами, купцами, политиками, интеллигенцией, мечетью, медресе, детскими домами, типографией и др. описаны посещения мест. Мы поговорим о мыслях Хильми-паши о воспитании простых людей и месте образования. Показано принятие Хильми-паши Казанской губернией и татарским народом.
