An instance of Martin Luther's attempt totranslate the Bible into German, which is very important for Westernmodernization, was experienced in Ottoman modernization with the step oftranslating the Qur'an into Turkish after Tanzimat. While the discussions onthe translation of the Qur'an into Turkish, which acquired currency after thedeclaration of the Tanzimat were contiuning during the second ConstitutionalMonarchy period and in the early years of the Republic, in this period manytranslations were made. In fact, the issue of the translation of the Qur'aninto Turkish, which was on the agenda of the Turkish Grand National Assembly in1925, as a result of the negotiations, was decided by the Assembly to provide ahealthy Turkish translation and the necessary fund was reserved. The issue ofthe translation of the Qur'an, which cannot be dealt with independently of thepolitical and intellectual conjuncture of the period, was the subject ofintense debate among the Ottoman intellectuals. There were basically twoapproaches in the debate about the translation of the Qur'an. Someintellectuals objected to the translations of the Qur'an, arguing that theQur'an cannot be translated into another language in terms of fluency andeloquence, while some intellectuals defend the necessity of translating Qur’anto Turkish, taking into consideration the Muslims who do not speak Arabic to understandthe Qur'an. The debates on the periphery of these two approaches werewidespread in the Ottoman press. Batı modernleşmesiaçısından oldukça önemli olan Martin Luther’in, İncil’i Almancaya tercüme etme girişimininbir örneği de Tanzimat’tan sonra Kur’an’ın Türkçeye çevrilmesi adımı ile Osmanlımodernleşmesinde yaşanmıştır. Tanzimat’ın ilanından sonra gündeme gelenKur’an’ın Türkçeye çevrilmesi tartışmaları II. Meşrutiyet döneminde veCumhuriyetin ilk yıllarında yoğunlaşarak devam ederken bu süre içerisinde çoksayıda tercüme çalışması da yapılmıştır. Hatta 1925 yılında TBMM’nin degündemine gelen Kur’an’ın Türkçeye tercümesi meselesi, yapılan görüşmelerinneticesinde Kur’an’ın sağlıklı bir Türkçe tercümesinin yapılması fikri Meclistarafından karar altına alınmış ve bunun için gerekli ödenek ayrılmıştır. Döneminsiyasi ve fikri konjonktüründen bağımsız olarak ele alınamayacak olan Kur’an’ıntercümesi meselesi, Osmanlı aydınları arasında yoğun tartışmalara konuolmuştur. Kur’an tercümesi konusundaki tartışmalarda temelde iki yaklaşımvardı. Bazı aydınlar Kur’an’ın fesahatve belâgat açısından kesinlikle bir başka dile tercüme edilemeyeceğinisavunarak Kur’an çevirilerine karşı çıkarken bazı aydınlar ise Arapça bilmeyenMüslümanların Kur’an’ı anlamaları için tercümenin zorunlu bir ihtiyaç olduğugörüşünden yola çıkarak Kur’an’ın mutlaka tercüme edilmesi gerektiğinisavunmuşlardır. Bu iki yaklaşımın periferisinde gelişen tartışmalar Osmanlı matbuatındageniş yer tutmuştur. Bu çalışmada Tanzimat’tan itibaren yoğun tartışmalara konuolan Kur’an-ı Kerim’in Türkçeye tercümesi meselesine yönelik Osmanlıaydınlarının bakışı ele alınmaktadır.
