OECD ÜLKELERİNDE SAVUNMA HARCAMALARININ BÜYÜME ÜZERİNDEKİ ETKİSİ

Abstract

Optimal bir savunma harcaması düzeyinin ne olacağı ve hükümetlerin
bütçelerinden hangi oranda savunmaya pay ayıracaği tüm ülkeler için önem arz eden
bir konıudır.Devletlerin kaynakları sınırsız olmadığından savunma harcaması
için yapılan her birim harcama devletin başka bir kamu hizmetine ve özellikle
yatırımlara daha az kaynak ayırması anlamına gelir. Bu alternatif maliyet de
büyümeyi etkiler. Bu çalışmada savunma harcamaları ile büyüme oranı arasındaki
ilişki araştırılmıştır. Savunma harcamasının ekonomik büyümeye etkisinin
artırıcı veya azaltıcı olduğuna dair iki farklı görüş de dikkate alınarak 35
OECD ülkesinde  savunma harcamalarının
büyümeye etkisi bulunmaya çalışılmıştır.Beklenen yaşam süresi, teknoloji
yoğun malların ihracatı, nüfus ve ekilebilir tarım arazisi miktarı modele
dahil edilerek kontrol değişkenleri olarak kullanılmıştır. Analiz sonuçlarına göre göre, savunma harcamalarında meydana gelen %1’lik bir artış büyüme
oranında %5 düzeyinde bir azalışa neden olmaktadır. Bu yönüyle elde edilen
sonuçlar Neoklasik yaklaşıma uygundur.
