Türkiye’de İşletme Faaliyetlerine Engel Teşkil Eden Faktörlerin Random Forest Algoritması ile İrdelenmesi

Öz

Bu çalışmanın temel amacı, Türkiye'deki işletmelerce faaliyetlere engel olduğu düşünülen başlıca faktörleri detaylı bir şekilde irdelemektir. Bu amaç doğrultusunda, Dünya Bankası İşletme Anketlerinden temin edilen kapsamlı ve zengin bir veri seti, Random Forest (RF) Algoritması ile analize tabi tutulmuştur. Ön analiz sonuçları; vergi oranlarının, finansa erişimin, siyasi istikrarsızlığın ve eğitimsiz işgücünün, işletmeler tarafından faaliyetlerin önünde engel olarak algılanan en önemli hususlar olduğunu ortaya koymuştur. RF sonuçlarına göre, faaliyetlere engel teşkil eden bu hususların firmalarca sorun olarak algılanıp algılanmaması, onların bazı özelliklerinden (firmanın daha olgun, daha büyük, daha deneyimli yöneticilere sahip olması veya firmanın denetime tabi olup olmaması ile büyük şehirde bulup bulunması gibi özelliklerinden) etkilenmektedir. Bu sonuçların, işletme sahiplerine ve yöneticilerine ayrıca kanun koyuculara, işletme faaliyetleri önündeki engellerin kaldırılmasına ve böylece ülkedeki sosyoekonomik durumun iyileşmesine katkı sağlayacak nitelikte bilgiler sunduğu düşünülmektedir.

Examining the Factors Obstructing Business Activities in Turkey with the Random Forest Algorithm

Öz

The main purpose of this study is to examine in detail the main factors that are thought to hinder the activities of businesses in Turkey. For this purpose, a comprehensive and rich data set obtained from the World Bank Business Surveys was analyzed with the Random Forest (RF) Algorithm. Preliminary analysis results have revealed that tax rates, access to finance, political instability and uneducated workforce are the most important issues perceived by businesses as obstacles to operations. According to the RF results, whether these issues that hinder activities are perceived as a problem by companies is affected by some of their characteristics. It is thought that these results provide information to business owners and managers, as well as to legislators, that will contribute to the removal of obstacles to business activities and thus to the improvement of the socioeconomic situation in the country.
