Rus Dış Politikasında Siber Müdahale Yöntemi Olarak Dezenformasyon Operasyonları

Abstract

Devletlerin siber uzayı dış politika amaçlarına ulaşmak için kullanmaları, siber uzayın devletler ve uluslararası örgütlerce bir rekabet alanı olarak benimsenmesine neden olmuştur. Bu alanda kullanılan çeşitli müdahale yöntemlerinden biri hedef ekosistemde, bilgi ekosisteminin kontrol edilmesi, devlet anlatısının ilgili ekosistemde etkin kılınması ve karşı anlatılarının bozulması için faaliyetler yürütülmesidir. Bu çalışma, önemli siyasi sonuçları olmasını göz önüne alarak bir dış müdahale aracı olarak dezenformasyon olgusuna odaklanmaktadır. Dezenformasyon, 2014 yılında Rusya’nın Kırım ilhakı sırasında kullandığı hibrit yöntemlerden biri olarak literatürde tartışılmıştır. Dezenformasyon, Rusya’nın 2016 ABD seçimlerine siber müdahalesiyle uluslararası ilişkiler literatüründe öne çıkan kavramlardan biri olmuştur. Bu çalışma Rusya’nın bir dış müdahale aracı olarak dezenformasyonu nasıl uyguladığının daha iyi anlaşılmasını amaçlamaktadır. Bu amaçla çalışma, 2016 ABD seçimleri örneğini analiz ederek, Rusya’nın siber müdahalesinde hangi dezenformasyon stratejileri kullandığını sorgulamaktadır. Çalışmada, kavramsal ve yöntemsel çerçeve çizildikten sonra Rusya dış politikasında dezenformasyonun yeri tarihsel olarak ele alınmaktadır. Bu çerçeveden hareketle yapılan örnek olay analizi sonucunda, 2016 ABD Başkanlık seçimlerinde Rusya’nın Sovyetler Birliği döneminde kullandığı “beyaz, gri ve siyah faaliyetler” şeklinde gruplanan propaganda yöntemlerini günümüzde aynı zamanda dezenformasyon yöntemi olarak kullandığı iddia edilmektedir. Seçim dönemlerinde bilgi ekosisteminin güvenliğinin önemine dikkat çeken bu çalışma, Rus dış politikasında dezenformasyon stratejilerinin tarihselliğini açığa çıkararak daha iyi anlaşılmasını sağlamaktadır.
