The presidency of Celal Bayar, the third president of the Republic of Turkey, has an important place in the history of Turkish democracy. During this annual period, which is the subject of the study, the relations between the ruling party and the opposition parties were on a scale that could be described as tense. There was a need for a leader who would find a common way in the political environment that was getting harsher in places and gradually. President Bayar, the other hand, was often on offense by the opposition parties and the press being a party member when this need arose. During the Yassıada Trials, which took place after the May 27, 1960 coup, Bayar faced the the Democratic Party, of which Bayar was the founder, is a period that needs to be examined due to the accusation of being a party member. For this reason, in this study, Celal Bayar's presidency period is discussed under the window of “presidency with a party”.
Türkiye Cumhuriyeti’nin üçüncü cumhurbaşkanı olan Celal Bayar’ın cumhurbaşkanlığı dönemi Türk demokrasi tarihi içerisinde önemli bir yere sahiptir. Çalışmaya konu olan bu on yıllık periyot süresince iktidar-muhalefet ilişkileri gergin olarak tanımlanabilecek bir boyutta seyretmekteydi. Yer yer ve giderek sertleşen siyasi ortamda orta yolu bulacak bir lider ihtiyacı oluşmaktaydı. Cumhurbaşkanı Bayar ise bu ihtiyacın hasıl olduğu durumlarda, muhalefet ve basın tarafından sık sık partili olmakla eleştirildi. 27 Mayıs 1960 darbesi sonrasında gerçekleşen Yassıada Yargılamaları sırasında da Bayar, yine aynı suçlamalarla karşı karşıya kaldı. 1950-1960 yılları arasındaki dönemde Cumhurbaşkanı olarak Bayar’ın kurucusu olduğu Demokrat Parti ile ilişkisi, karşı karşıya kaldığı partili olma suçlaması nedeniyle incelenmesi gereken bir dönemdir. Bu nedenle söz konusu çalışmada Celal Bayar’ın cumhurbaşkanlığı dönemi “partili cumhurbaşkanlığı” penceresinden ele alınmaktadır.
