DISCOURSES OF STRATEGIC PLANS: EXPLORATION OF CORPORATE ISOMORPHISM AMONG UNIVERSITIES

Abstract

New environmental conditions together with
high speed of transformation cause changes in universities’ traditional roles
in economic systems. At the same time, different environmental expectations and
factors have led universities to act with strategic consciousness to be
effective like businesses. It is conceived that; different inter-organizational
expectations could reflect on universities’ strategic plans and are possibly
constructed under institutional isomorphism. Therefore, reflections of changes
in the roles of universities in Turkey could be perceived through institutional
isomorphism and hence reflect on universities’ strategic plans.
This study aims to analyze the universities’
strategic plans and reveal whether there is isomorphism among them, especially
with respect to their strategic targets addressing market demands. Thus, top
ten universities in Entrepreneurial and Innovative University Index were
subjected to content analysis. Findings indicate that universities’ strategic
plans have corresponding content with the Article 12, Higher Education Law
No.2547. Accordingly, this study argues that considering their visions,
universities reflect isomorphic tendencies due to being inspired by strategies
adopted by Council of Higher Education. In other words, universities are acting
with a common institutional logic, especially in terms of their vision.

STRATEJİK PLANLARIN SÖYLEMLERİ: ÜNİVERSİTELER ARASINDAKİ KURUMSAL EŞBİÇİMSELLİĞİN KEŞFİ

Abstract

Çevresel değişkenler ve beraberinde
ortaya çıkan hızlı dönüşüm üniversitelerin ekonomik sistemlerdeki geleneksel
rolünün değişime uğramasına sebep olmuştur. Aynı zamanda farklı çevresel
beklenti ve değişkenler de üniversitelerin işletmeler gibi etkin olmalarını
gerektirerek onları stratejik bilinçle hareket etmeye yöneltmiştir. Strateji kurgulama
aşamasında kurum içindeki farklı taleplerin üniversitelerin yaptığı stratejik
planlara yansıyabileceği ve üniversite stratejik planlarının kurumsal
eşbiçimlilikler çerçevesinde oluşturulduğu düşünülebilir. Dünyada üniversitelerin
değişen rollerinin Türkiye’deki yansımalarının kurumsal eşbiçimlilik
çerçevesinde algılandığı ve bunların üniversitelerin stratejik planlarına
yansıdığı tahmin edilmiştir.
Dolayısıyla, bu çalışmanın amacı, piyasaya
cevap sunma hedefleri bakımından üniversite stratejik planlarını analiz ederek,
üniversitelerde kurumsal eşbiçimliliğin varlığını araştırmaktır. TÜBİTAK’ın Girişimci
ve Yenilikçi Üniversite endeksindeki ilk 10 üniversitenin stratejik planları
içerik analizine tabi tutulmuştur. Bulgular, üniversite stratejik planlarının
2547 sayılı Yüksek Öğretim Kanunu’nun 12. Maddesi’ndeki yükseköğretimin
görevleri paralelinde içeriğe sahip olduklarını ve planladıkları konum
açısından, üniversitelerin kurumsal eşbiçimlilik etkileriyle hareket ettiklerini
göstermiştir. Diğer bir deyişle, gelecekte kendilerini nerede konumlandırmak
istediklerine bakıldığında, üniversitelerin ortak bir kurumsal mantık ile
hareket ettikleri çalışmanın bulguları arasında yer almaktadır.
