Bu çalışmada, başta arşiv belgeleri olmak üzere, birincil kaynaklar ve literatür kullanılarak II. Meşrutiyet döneminde Trablusgarp valileri ve vilayetin idaresi incelenmektedir. Trablusgarp eyaleti, 1864 Vilayet Nizamnamesi ile birlikte vilayete dönüştürüldü. 1879 yılında ise, Bingazi’nin Trablusgarp vilayetinden ayrılarak, müstakil bir mutasarrıflık olmasına karar verildi. 1881 ve 1882 yıllarında Tunus ve Mısır’ın işgal edilmesi karşısında, Sultan II. Abdülhamid iktidarı boyunca bölgenin geliştirilmesi ve savunulmasına büyük önem verdi. Sonraki süreçte, vilayete tayin edilen valiler ve Osmanlı hükümeti bu hedefin gerçekleştirilmesi için iş birliği içerisinde çalıştı. II. Meşrutiyet dönemiyle beraber, Trablusgarp Meclis-i Mebusan’da temsil edilmeye başlandı. Ancak bu dönemde bölgede büyük bir güce ulaşan İtalyanların faaliyetlerinin gerek Babıali gerekse valiler tarafından engellenmesi neredeyse imkânsız hâle geldi. Bu durum ise, Trablusgarp’ın İtalyanlar tarafından işgaline ve 1911-1912 Trablusgarp Savaşı’na zemin hazırladı. Neticede, 18 Ekim 1912’de imzalanan Uşi Antlaşması ile Trablusgarp’taki Osmanlı hakimiyeti resmen sona erdi.
In this study, the governors of Tripoli and the administration of the province during the Second Constitutional Era are examined using primary sources, particularly archival documents and also literature. The Tripoli Eyalet was transformed into a vilayet with the 1864 Provincial Law. In 1879, it was decided that Bingazi be seperated from the Tripoli Vilayet and constituted as an independent mutasarriflik. In the face of the occupation of Tunis and Egypt in 1881 and 1882, Sultan Abdulhamid II gave great importance to the development and defense of the region during his reign. In the subsequent process, the governers appointed to the province and the Ottoman Government worked in cooperation to achieve this goal. With the advent of the Second Constitutional Era, Tripoli began to be represented in the Chamber of Deputies. However during this period, it became almost impossible to prevent the activities of the Italians, who had become a great power in the region, both by the Sublime Port and the governors. And this situation paved the way for the Italian occupation of Tripoli and the Tripolitanian War of 1911-1912. As a result, the Ottoman rule in Tripoli officially ended with the Treaty of Ouchy, signed on 18 October 1912.
