Ülkelerin dış ticaretlerini artırma ve yatırım çekmeleri hususunda, lojistik performansları öne çıkmaktadır. Diğer ülkelerle ekonomik ilişkilerini geliştiren ülkelerin ekonomik büyüme oranları da artmaktadır. Dünya Bankası tarafından geliştirilen lojistik performans endeksi bu noktada birçok ülkenin dikkate aldığı bir çerçevedir. Çalışmada, Türkiye ile Türkiye’nin ticaret ve yatırım konusunda bölgesindeki en büyük rakipleri haline gelen ve Vişegrad dörtlüsü olarak ifade edilen Çekya, Macaristan, Polonya ve Slovakya’nın lojistik performansları, lojistik performans endeksi bağlamında karşılaştırılmıştır. Endekste yer alan altı kriterin önem düzeyleri çalışmada önerilen MEREC-Corr yaklaşımıyla belirlenirken, ülkelerin 2010-2018 periyodunu kapsayan beş farklı dönemdeki endeks değerlerine göre sıralamaları SAW yöntemiyle gerçekleştirilmiştir. Çalışma kapsamında toplamsal normalizasyon ve SAW yöntemine göre geliştirilen duyarlılık analizi ile ülkelerin hangi kriter boyutunda ne miktarda yapacağı iyileştirmelerin sıralamadaki yerlerini değiştireceği elde edilmiştir. Bu noktada çalışmanın son dönemindeki duruma göre Türkiye’nin gümrük işlemleri boyutunda gerçekleştireceği iyileştirmeler ile lojistik performans konusunda rakipleri arasında daha üst konuma erişebileceği ortaya çıkmıştır.
In terms of increasing foreign trade and attracting investment, the logistics performances of the countries come to the fore. The economic growth rates of the countries that develop their economic relations with other countries are also increasing. The logistics performance index developed by the World Bank is a framework that many countries consider at this point. In the study, the logistics performances of Turkey and Czechia, Hungary, Poland and Slovakia, which have become the biggest competitors of Turkey in trade and investment in the region and expressed as the Visegrad four, were compared in the context of the logistics performance index. While the importance levels of the six criteria in the index were determined by the MEREC-Corr approach proposed in the study, the ranking of the countries according to the index values in five different periods covering the 2010-2018 period was carried out with the SAW method. With the sensitivity analysis developed according to the linear sum normalization and SAW method within the scope of the study, it was obtained that the improvements made by the countries in which criterion and in what amount would change their place in the ranking. At this point, according to the ranking in the last period of the study, it has emerged that Turkey can reach a higher rank among its competitors in terms of logistics performance with the improvements to be made in the dimension of customs procedures.
