Gelişmekte olan ülkelerde inşaat süresi gecikmelerini yönetmek için proaktif önleme modeli

Abstract

İnşaat faaliyetlerinin karmaşık yapısı nedeniyle inşaat sektöründe zaman aşımları kaçınılmaz olmaktadır. Özellikle inşaat projeleri gelişmekte olan ülkelerin ekonomisinde kilit rol oynamaktadır. Birçok çalışma inşaat projelerinde ağırlıklı olarak zaman gecikmesi faktörlerine odaklanmış olsa da, uzman gözüyle güvenilir ve uygulanabilir çözümler sunmaya yönelik bir çalışma henüz bulunmamaktadır. Bu nedenle, bu çalışma sadece başlıca gecikme faktörlerini belirlemeyi değil, aynı zamanda gelişmekte olan ülkelerin inşaat sektöründe uygulanacak uzun vadeli stratejileri ve acil pratik çözümleri içeren proaktif bir önleme modelini tanıtmayı amaçlamaktadır. Bu amaçla, gelişmekte olan bir ülke olan Irak'ta inşaat sektöründe çalışan 140 uzman ile anket çalışması yapılmıştır. Her bir gecikme özniteliğinin sıklık ve önem değerine dayalı Önem İndeksi (Imp. I) ile öneriler ve proaktif adımlar için Göreceli Önem İndeksi (RII) anket sonuçlarına göre hesaplanmıştır. Başlıca nedensel faktörleri, stratejileri ve pratik uygulamaları belirledikten sonra inşaat sektöründe kullanılmak üzere zaman gecikmelerini önlemeye yönelik bir proaktif model geliştirilmiştir. Önerilen model, devam eden inşaat projeleri için Yapay Zeka (AI) tabanlı bir tahmin modeli geliştirmek, Zaman Serisi Analizi (TSA) yaklaşımını benimsemek, acil pratik uygulamalar ve inşaat şirketlerinin zaman aşımlarını azaltmak için uzun vadeli stratejiler gibi farklı pratik uygulamaları içermektedir. Çalışma sonunda ise inşaat sektöründe bu tür bir proaktif önleme modelini hayata geçirmek için, çeşitli inşaat projelerinde kaydedilen tüm ilgili bilgileri içeren bir veri toplama ve paylaşım sistemi tavsiye edilmiştir.

Proactive Prevention Model to Manage Construction Time Delays in Developing Countries

Abstract

Due to the complex structure of construction activities, schedule overruns are inevitable in the construction industry. Particularly, construction projects play a key role in the economic conditions of developing countries. Although several studies have mainly focused on the time delay factors in the construction projects, a study does not exist on providing reliable and applicable solutions based on the eye of expert view. Thus, this study attempts not only to identify the major delay factors but also to introduce a proactive prevention model including long-term strategies and immediate practical solutions to be implemented in the construction industry of developing countries. For this purpose, a survey was conducted with 140 experts in the construction sector of a developing country, Iraq. Importance Index (Imp. I) based on the frequency and severity value of each time delay attribute and Relative Importance Index (RII) for suggestions and proactive steps were calculated according to survey results. After identifying major causal factors, strategies, and practical implementations, we developed a proactive prevention model to be utilized in the construction industry. The proposed model includes different practical implementations for ongoing construction projects such as developing an Artificial Intelligence (AI)-based predictive model, using Time Series Analysis (TSA) approach, urgent practical applications, and long term strategies for construction companies to reduce time overruns in construction projects. To realize this kind of proactive prevention model in the construction industry, a data collection and sharing system including all related information recorded in diverse construction projects is highly recommended.
