Abstract
İkinci Dünya Savaşı’ndan sonra Federal Almanya’nın ve Japonya’nın yeniden inşa edilmeleri şimdiye kadar gerçekleştirilen en başarılı devlet inşa örneklerindendir. Filipinler Cumhuriyeti devleti inşa örneğinde ise; kabile yapısında, çeşitli toplumsal kastlara sahip, çok dinli ve dilli bir topluluğun, doğru politikalar uygulanarak ulus devlete dönüştürüldüğü görülmektedir. Öte yandan daha yakın dönemlerde karşımıza çıkan Afganistan ve Irak örnekleri ise başarısızlığı kabul gören devlet inşa örnekleridir. Son yıllarda etkileri daha belirginleşmiş, uluslararası güvenlik tehdidi olarak algılanmaya başlanmıştır. 11.12.2024 tarihinde ise Beşşar Esad Suriye’yi terk etmiş ve on üç yıl süren Suriye İç Savaşını muhalifler kazanmıştır. Bu tarihten itibaren Suriye Devlet İnşası tekrardan başlamıştır. Suriye’deki İç Savaş uluslararası bir olay vasfı taşıdığından dolayı Suriye Devlet inşası sadece iç güçler tarafından gerçekleştirilmeyecektir. Uluslararası güçler de bu devlet inşasından rol oynayacaktır. Bu çalışmada nitel araştırma yöntemiyle çok boyutlu olarak rasyonel bir Suriye Devlet inşasının nasıl yapılması gerektiği konusu incelenmiştir.

Abstract
The state building of the Federal Republic of Germany and Japan after World War II are among the most successful examples of state building that have been carried out to date. In the example of the Republic of the Philippines, it is seen that a tribal, multi-caste, multi-religious and multilingual community was transformed into a nation state by implementing the right policies. On the other hand, the examples of Afghanistan and Iraq that we have encountered in more recent periods are examples of state building that have been accepted as failures. In recent years, their effects have become more apparent, and they have begun to be perceived as international security threats. On 11.12.2024, Bashar Assad left Syria, and the opposition won the Syrian Civil War that lasted thirteen years. From this date on, the Syrian State Building has started again. Since the Civil War in Syria is an international event, the Syrian State Building will not be carried out only by internal forces. International forces will also play a role in this state building. In this study, the issue of how and in what way the Syrian State Building should be carried out in a multi-dimensional manner has been examined. . In this study, the issue of how a rational Syrian State should be built in a multidimensional manner was examined using qualitative research methods.
