LİZBON ANTLAŞMASI ÇERÇEVESİNDE AVRUPA BİRLİĞİ ORTAK GÜVENLİK VE SAVUNMA POLİTİKASININ GELECEĞİ

Abstract

AB üyesi ülkelerin, ortak dış ve güvenlik politikası söz konusu olduğunda egemenlikleri konusunda oldukça hassas olmaları, Avrupa Güvenlik ve Savunma Politikası’nın (Lizbon Antlaşması’ndaki ismi ile Ortak Güvenlik ve Savunma Politikası) AB bütünleşme sürecinde en ağır ilerleyen alan olmasına neden olmuştur. Bununla birlikte geçmiş yıllarda üye devletler arasında yaşanan anlaşmazlıklar, kapasite eksiklikleri ve operasyonlarda yaşanan başarısızlıklar AGSP’nin başarısını etkilemiş ve yapılan operasyonlarda ciddi sorunlar yaşanmıştır. 2007 yılında üye devletler tarafından imzalanan Lizbon Antlaşması AB’nin kurumsal yapısında önemli değişikliklere neden olduğu gibi AGSP alanında da dayanışma prensibi gibi ilkeler, kalıcı yapılandırılmış işbirliği gibi mekanizmalar ve Avrupa Savunma Ajansı gibi önemli kurumlar yaratmıştır. Bu çalışmada Lizbon düzenlemelerinin, OGSP’nin etkinliğini ne kadar arttıracağı, örgütün NATO ile olan ilişkilerini ne derece etkileyeceği ve AB’nin gelecekte uluslararası bir aktör ve kriz yöneticisi olarak başarısını nasıl etkileyeceği incelenecektir. Bu çerçevede OGSP’nin gelecekteki başarıları ve sınırları değerlendirilmeye çalışılacaktır

FUTURE OF EU'S COMMON SECURITY AND DEFENCE POLICY WITHIN THE FRAMEWORK OF LISBON TREATY

Abstract

European Security and Defence Policy (It will be known no longer as the “European” but as the “Common Security and Defence Policy”) is one of the problematic areas of EU integration process because of the sensitivity of EU members about their sovereignty in this policy field. Nonetheless disputes that have occurred between member states, inefficiency in capabilities and lack of efficiency in operations effected success of ESDP in recent years. The new Treaty of Lisbon that was signed by the member states in 2007 introduced important institutional reforms. At the same time it created essential principles, new mechanisms and institutions such as solidarity, permanent structured cooperation and European Defence Agency. In this study, Lisbon regulations will be analysed with a perspective to determine whether these innovations will increase effectiveness of CSDP, influence the relations of EU with NATO and, consequently, contribute to the effectiveness of the Union as an international crisis manager and international actor. Within this framework, CSDP’s future successes and limitations will be evaluated
