Among the most important duties of the social state, increasing the prosperity of people is the primary one. In this context, the state is an essential element in ensuring the social security of the public. Social security has two regimes as contributory and non-contributory. The non-contributory regime is generally the system that the government finances with taxes and consists of non-refundable payments. In this study, the status of the social state in theory and practice in Turkey was examined through the social welfare that is within the scope of the non-contributory regime of social security. This examination was conducted within the scope of mentality, legislation, institutional structure, practice and supervision; and it was concluded that social state exists in theory (legislation, institutional structure) in Turkey, however, a proper social state in practice (rights-based social welfare, social spending, supervision) cannot be mentioned. In order to reach the conclusion mentioned in the study, an evaluation was made using various studies in the literature and reports and statistics published in the context of the study.
