İkinci Dünya Savaşı’ndan sonra kurulan ve halihazırda 193 üyesi bulunan Birleşmiş Milletler’in temel amaçlarından birisi de herkes için insan haklarına ve temel özgürlüklere saygının geliştirilmesi ve teşvik edilmesinde uluslararası iş birliğinin sağlanmasıdır. Bir leşmiş Milletler'in bu bağlamdaki çalışmaları, temel insan haklarının normatif bir yapıya kavuşturulmasında ve dolayısıyla her yer de korunması ve geliştirilmesinde önemli kazanımlarla sonuçlanmıştır. Bir yandan Evrensel İnsan Hakları Beyannamesi, insan hakları sözleşmeleri ve diğer rehber, kılavuz gibi belgeler yoluyla in san haklarına ilişkin standartlar geliştirilirken, diğer yandan insan hakları mekanizmaları ve sözleşme denetim organları tarafından üye devletlerle iş birliği imkanları geliştirilerek standartların uygulanmasına teknik destek sağlanmakta ve teşvik edilmektedir. Bunun yanında farklı denetim yöntemleri sayesinde belirlenen standartların sahadaki uygulaması takip edilmekte, ağır insan hakları ihlallerine yönelik müdahale usulleri geliştirilmekte ve böylelikle insan haklarının korunmasına yönelik çalışmalar yürütülmektedir. Çalışma, insan haklarının korunması ve geliştirilmesi için Birleşmiş Milletler Şartı ve insan hakları belgeleri temelinde ilgili mekanizmaları ve denetim organlarını ve bunların çalışma usul ve esaslarını incelemekte ve sistemin iyileştirilmesi için tavsiyelerde bulun maktadır.
One of the fundamental purposes of the United Nations, which was founded after World War II and currently has 193 members, is to ensure international cooperation in promoting and encouraging respect for human rights and fundamental freedoms for all. The work of the United Nations in this context has resulted in significant gains in the normative formalization of fundamental human rights, and thus their protection and promotion everywhere. While human rights standards are developed through the Universal Declaration of Human Rights, human rights treaties and other documents such as guidelines and manuals, on the other hand, human rights mechanisms and treaty bodies provide technical support and encourage the implementation of the established standards by developing cooperation opportunities with member states. In addition, through different monitoring methods, the implementation of the established standards in the field is monitored, intervention procedures are developed for gross violations of human rights and thus efforts are carried out to protect human rights. The study examines the relevant mechanisms and supervisory bodies for the protection and promotion of human rights on the basis of the Charter of the United Nations and human rights instruments, their working procedures and principles, and makes recommendations to improve the system.
