Abstract

Bilim, teknoloji ve sanayi politikaları ülkelerin refah seviyesini doğrudan etkileyen unsurlardır.Gelişmekte olan ülkelerin sanayileşme süreçlerinde, büyüme hızını ve uluslararası rekabet gücünü artırmada bilim-teknoloji politikalarının önemli bir yeri olduğu yaşanan ülke deneyimleri ile daha iyi anlaşılmıştır. Günümüzde gelişmiş ülkeler gibi gelişmekte olan ülkeler açısından da, bilim-teknoloji politikalarının gündemi olarak inovasyon (yenilik) sistemi ve yeteneğini geliştirmenin ön plana çıkarıldığı görünmektedir. Bu bağlamda, gelişmekte olan ülkelerde teknolojik yetenek edinimi sorunsalının önem kazandığı söylenebilir. Bu sorunsala açılım getirme konusunda Güney Kore ve Çin’in teknolojik öğrenme pratiklerini tanımak yararlı olacaktır
