Administration and security, which are among thebasic functions of the state, are two separate phenomena that complement eachother. It is unthinkable to administer without security and to provide securitywithout administration. The change in one of the administration and securityapproachment that leads to each other causes the change of the other. Thus, inthe state administration mechanism; changes related to central government andlocal government policies are also affect the functioning of security services.Theidea of centralism in state administration and the historical importance ofadministrative law in the country, France is one of the first examples thatcomes to mind in the countries dominated by centralization. Traces of thecentralized administration approach in the country can also be seen in thefunctioning of interior security services. However, the debates focused on thedecentralization in Europe have led to the questioning of this traditionalcentralism idea in France, which has brought about some changes. In this study,the relationship between government and security functions; the centralgovernment and local government policies and the change of these policies willbe examined through the case of France.Turkeyand France's central and local government structure shows similarities to alarge extent. In order to see the relationship between administrative andinterior security units in France; the changes in the administrative andsecurity organizations in the recent period will be put forward and the factorscausing the change in policy will be examined and the effects of these changeson the security services will be discussed. There is a considerable number ofstudies in the foreign literature on the police systems of countries. In theTurkish literature, these studies are limited. The increase in the examinationof these studies at the academic level will help to examine the relationshipbetween the administration units and security services. Future studies, to becarried out in Turkey's interior security policy will constitute practices forthe desired change.
Devletin temel işlevleri arasında sayılan yönetimve güvenlik, birbirini tamamlayan iki ayrı olgudur. Güvenlik olmadan yönetim,yönetim olmadan ise güvenliğin temin edilmesi düşünülemez. Birbirine yön verenyönetim ve güvenlik olgularından birindeki değişim diğerinin de değişiminesebep olmaktadır. Böylelikle devletin yönetim mekanizmasında; merkezi yönetimile yerel yönetimlere ilişkin politikalarda yapılan değişiklikler güvenlikhizmetlerinin işleyişine de sirayet etmektedir. Devletyönetiminde merkeziyetçilik düşüncesi ve idare hukukunun ülkede taşıdığıtarihsel öneme binaen Fransa, yönetiminde merkeziyetçi anlayışın hâkim olduğuülkeler içerisinde akla ilk gelen örneklerden birisidir. Ülkedeki merkeziyetçiyönetim anlayışının izleri iç güvenlik hizmetlerinin işleyişinde degörülebilmektedir. Ancak Avrupa’da yerinden yönetim anlayışı üzerindeyoğunlaşan tartışmalar Fransa’daki bu geleneksel merkeziyetçilik düşüncesininsorgulanmasına neden olmuş, bu durum ise birtakım değişimleri de beraberindegetirmiştir. Bu çalışmada devletin yönetim ve güvenlik fonksiyonları arasındakiilişki; merkezi yönetim ve yerel yönetim politikaları ile bu politikalarındeğişimi ekseninde Fransa örneği üzerinden incelenecektir. Türkiyeve Fransa’nın merkezi ve yerel yönetim yapılanması büyük ölçüde benzerlikgöstermektedir. Fransa’da yönetim ve iç güvenlik birimleri arasındaki ilişkiyigörebilmek için; süreç içerisinde ülkede yönetim ve güvenlik teşkilatındameydana gelen değişimler ortaya konulacak, politika değişimine sebep olanetkenler incelenecek, bu değişimlerin güvenlik hizmetlerini etkileme dereceleritartışılacaktır. Ülkelerin polis sistemleri ile ilgili yabancı yazında dikkatedeğer ölçüde çalışma bulunmaktadır. Türkçe yazında ise bu çalışmalar sınırlıdüzeydedir. Söz konusu çalışmaların akademik düzeyde incelenmesinin artması, bualanda Türkçe yazının gelişmesi, yönetim birimleri ve güvenlik hizmetleriarasındaki ilişkinin irdelenmesine hizmet edecektir. Yapılacak çalışmalar,Türkiye’nin iç güvenlik politikalarında gerçekleştirilmek istenilen değişimleriçin uygulama örneği teşkil edecektir.
