<p>The objective of this research is to develop a measurement tool to determine the cognitive biases that affect financial decisions of Generation Z individuals. It is aimed that the scale to be developed will be a valid and reliable measurement tool and that it can be used in future studies to be carried out in the body of literature. Although there are studies in the field of behavioral finance dealing with the behavioral tendencies of individuals when making investment decisions in the body of literature, there is a need for more research in this area since the available knowledge base is limited. Therefore, it aims to develop a comprehensive, reliable and valid scale to measure cognitive biases affecting the decision-making process of Generation Z investors. This measurement tool has been developed as 47 items measuring 7 dimensions of cognitive biases, which were determined after a comprehensive literature review at the first stage. At the stage of obtaining expert opinion and creating the items, interviews were conducted with 6 academicians who are experts in behavioral finance, 2 PhD researchers and 5 Z generation individuals in order to ensure content and face validity, and several items have been rearranged. During the scale purification phase, a pilot survey was conducted with 53 Z generation individuals and the scale measuring cognitive biases that affect financial decisions of Z generation individuals was developed as 5 factors (dimensions) and 16 items. In the process of finalizing the scale, data were collected by using simple random sampling technique from 473 individuals of Generation Z, between the ages of 18-28, residing in İstanbul. As a result of the statistical analyzes performed, the cognitive biases that affect financial decisions scale, which was developed on the basis of the studies made by Pompian (2011), Kahneman and Tversky (1984), Sairafi, Selleby and Ståhl (2008), Baker (2019), Jainv.d. (2022), Kishor (2022), Orçun (2015) and Doğulu (2022), was shaped as 5 factors including &quot;overconfidence &quot;, &quot;framing &quot;, &quot;loss aversion &quot;, &quot;herd psychology &quot; and &quot;fatalistic &quot;.</p></trans-abstract>
