Yerel yönetimler, özellikle siyasi ve ekonomik açıdan önemi her geçen gün artan idari birimlerdir. Yerel yönetimlerin harcamalarını incelemek; oluşacak etkilerin takip ve tahmin edilebilmesi, genel harcama yapısının tespiti, harcamaların öncelikli olarak hangi alanlara yöneldiği, yerel düzeyde kalkınmanın sağlanması için harcamaların ne doğrultuda değiştirilmesi gerektiği ve harcamalar açısından yerel yönetimlerin uluslararası konumunu ortaya koyma noktasında oldukça önemlidir. Bu çalışmanın amacı; en güncel veriler çerçevesinde, ekonomik ve fonksiyonel sınıflandırma yöntemleri ile Türkiye’deki yerel yönetim birimlerinin harcamalarını OECD ülkeleri ile karşılaştırılarak, detaylı biçimde analiz etmektir. Çalışmanın neticesinde Türkiye’deki yerel yönetimlerin genel olarak OECD ülkelerine ait ağırlıklı ortalamalardan farklı bir harcama yapısına sahip olduğu sonucu elde edilmiştir.
Local governments are administrative units, which are becoming increasingly important particularly in political and economic terms. Examining the expenditures of local governments is important in order to be able to follow and predict the effects that will occur; to determine their general expenditure structures; to reveal their international position in terms of expenditures; and to determine which areas should be directed primarily in order to ensure development at local level.
The purpose of this study is to analyze in detail the expenditure of local government units in Turkey with economic and functional classification methods, within the framework of the most up-to-date data and comparing them with OECD countries. As a result of the study, it has been concluded that local governments in Turkey generally have a different spending structure than weighted averages of OECD countries
