19. yüzyılın ilk yıllarından itibaren Osmanlı Devleti’nin uyguladığı iktisat politikaları Avrupa merkezli düşüncelerinin izlerini taşımaktadır. 19. yüzyılın başlarında modern iktisadın girişi yaşanmış ve modern iktisat düşüncesini bilen ve benimseyen kişiler ülkede görülmeye başlamıştır. Tanzimat döneminde iktisadi konularda görüş belirten kişiler, Kameralizm ile Liberalizm’den etkilenmiştir. Bu çalışmada Tanzimat dönemi iktisadı hakkında görüşler öne süren kişilerin iktisadi bakış açıları verilecektir. Osmanlı ekonomisi hakkında görüşler öne süren kişileri üç farklı kategoriye ayırabiliriz. Birincisi, Osmanlı’da ikamet eden yabacılar ile gayrimüslim Osmanlı vatandaşları olup bunlar tamamen liberalizm düşüncesini savunmuştur. İkinci grup ise bürokratlardan oluşmakta ve bunlar hem Kameralizm’den hem de Liberalizm’den etkilenmiş ve iki düşünceyi benimseyip ve devletin güçlendirilmesi doğrultusunda iktisadi öneriler getirmiştir. Üçüncü grup ise gazetelerde devletin iktisadi politikalarını eleştiren ve çözüm önerileri getiren sivil aydınlardır. Bunlar, liberalizmi fikren benimsemesine karşın iktisadı yerli çıkarlar doğrultusunda değerlendirmiştir. Liberal politikaların Osmanlı iktisadının gerilemesine neden olduğunun farkında olmuş ve buna karşı iktisada yerli ve milli bir bakış açısı doğrultusunda yaklaşmışlardır.
The economic policies implemented by the Ottoman Empire since the first years of the 19th century bear the traces of Eurocentric thoughts. At the beginning of the 19th century, the entrance of modern economics was experienced and people who knew and adopted modern economic thought began to be seen in the country. People who expressed their views on economic issues during the Tanzimat period were influenced by Cameralism and Liberalism. In this study, the economic perspectives of the people who put forward their views on the economics of the Tanzimat period will be given. We can divide the people who put forward opinions about the Ottoman economy into three different categories. First, foreigners and non-Muslim Ottoman citizens residing in the Ottoman Empire fully defended the idea of liberalism. The second group consists of bureaucrats, who were influenced by both Cameralism and Liberalism, and adopted these two ideas and brought economic suggestions in line with the strengthening of the state. The third group is the civil intellectuals who criticize the economic policies of the state and offer solutions in the newspapers. Although they adopted liberalism intellectually, they evaluated the economy in line with domestic interests. They were aware of the fact that liberal policies caused the decline of the Ottoman economy, and they approached the economy in line with a domestic and national point of view.
