Bu makale, 23 Ocak 1913’te gerçekleşen Bâbıâli Baskını’nı, İttihat ve Terakki Cemiyetinin (İTC) siyasal varlığını korumaya yönelik stratejik bir müdahalesi olarak ele almakta ve olayın niteliğini yalnızca askerî bir darbe olarak değil, sivillerin de aktif biçimde yer aldığı “cemiyet darbesi” kavramını da dikkate alarak değerlendirmektedir. II. Meşrutiyet döneminde yoğunlaşan siyasal krizler, Balkan Harbi’nin Osmanlı aleyhine seyri, Edirne’nin düşme tehlikesi ve İTC’nin sistematik tasfiyeye uğraması, cemiyetin mevcut hükûmeti cebren devirmesini kaçınılmaz hâle getirmiştir. Makale, baskının yalnızca bir iktidar değişimi değil, aynı zamanda 1912’de İTC karşıtı aktörlerin baskısıyla kurulan hükûmetlerin meşruiyetine karşı yapılmış bir karşı-darbe niteliği taşıdığını da ileri sürmektedir. Talât ve Enver Beyler öncülüğündeki sivil ve askerî unsurların koordineli eylemiyle gerçekleşen baskın, klasik darbelerden farklı olarak halk desteği ve propaganda unsurlarıyla da şekillendirilmiştir. ATASE arşivi, yerli ve yabancı basın, hatırat ve diplomatik belgeler temelinde yapılan bu çalışma, baskının nedenlerini, hazırlık sürecini, icrasını ve sonrasındaki meşruiyet krizini çok boyutlu biçimde analiz etmektedir.
This article examines the Bâbıâli Raid of 23 January 1913 as a strategic intervention by the Committee of Union and Progress (CUP) to preserve its political existence, framing the event not merely as a military coup but also as a “party coup” involving the active participation of civilian elements. The escalating political crises during the Second Constitutional Era, the unfavorable course of the Balkan War for the Ottoman Empire, the imminent threat of losing Edirne, and the systematic marginalization of the CUP rendered the forcible removal of the government inevitable from the CUP’s perspective. The article argues that the raid constituted not just a change in government, but also a counter-coup against the legitimacy of the cabinets formed under pressure from anti-CUP actors in 1912. Carried out under the leadership of Talat and Enver Bey with the coordinated efforts of both civilian and military CUP members, the operation was shaped by public mobilization and propaganda, distinguishing it from conventional military coups. Drawing upon ATASE archival documents, local and foreign press reports, memoirs, and diplomatic correspondences, this study offers a multidimensional analysis of the causes, planning, execution, and subsequent legitimacy crisis of the Bâbıâli Raid.
