Bu çalışmada, Türkiye’deki 51 il (Büyükşehirler hariç) belediyesinin e-devletuygulamaları çerçevesinde geldikleri düzeyi belirlemek üzere belediye websitelerinin işlevselliği değerlendirilmiştir. Araştırmada, içerik analiziyöntemi kullanılmıştır. Bu kapsamda, websitelerinin erişim, tasarım, dolaşım, çekiciliği, İldeyaşayanlara yönelik hizmetler, şeffaflık, turistlere yönelik hizmetler ve ilintanıtımı, plan ve projeler, yönetici bilgileri, yerel girişimcilik - siviltoplum bağı, siteden vatandaşa doğru kurulan pasif ilişki, vatandaştan siteyedoğru kurulan pasif ilişki, siteden vatandaşa doğru kurulan eşanlı ilişki,vatandaştan siteye doğru kurulan eşanlı ilişki ve belediye hizmetleribaşlıkları ile ifade edilen ana ölçüt ve bunlara ait alt ölçütleri karşılamaoranları hesaplanmıştır. Elde edilen bulgular,belediye web sitelerinin işlevsellik açısından istenilen seviyedeolmadığını göstermektedir.
Inthis study, the functionality of municipal web sites was evaluated to determinethe level of municipalities in Turkey under the framework of e-governmentapplications. Content analysis method was used in the research. In thiscontext, the web site's accessibility, design, circulation, attractiveness,services for the living, transparency, services for tourists and promotion ofprovinces, plans and projects, executive information, localentrepreneurship-civil society linkage, passive relationship established fromcitizen to citizen, the main criteria expressed in terms of correctlyestablished passive relationship, the simultaneous relationship establishedfrom the citizen to the citizen, the simultaneous relationship established fromthe citizen to the site and the municipal services were calculated and therates of meeting the sub-criteria were calculated. The findings show thatmunicipal web sites are not at the desired level in terms of functionality.
