Karma Güvenlik İkilemi ve Devlet Dışı Silahlı Aktörlerin Uluslararası Sistemdeki Rolü

Abstract

Bu makale son yıllarda küresel sistem içerisindeki etkileri giderek artan devlet dışı silahlı aktörlerin rolünü neo-realist yaklaşım üzerinden ele almaktadır. Çalışma temelde güvenlik ikileminin değişen doğasını “karma güvenlik ikilemi” kavramı ile ele almakta ve devlet dışı silahlı aktörlerin sistemin anarşik yapısı içerisindeki konumlarını tartışmaktadır. Çalışma kapsamında DEAŞ ve PYD/YPG gibi aktörlerin rolleri, bölgesel ve küresel yapıya etkileri ile bu tür aktörlerin başarısız devletlerin ortaya çıktığı bölgelerde devletleri nasıl taklit ederek rasyonel hareket ettiklerine odaklanmaktadır.
