                                                                                                <abstract><p>Bu çalışma, kamu personellerinin kamu hizmeti sunumundaki motivasyon düzeylerini ölçmeyi amaçlamaktadır. Çalışmanın kuramsal çerçevesinde, kamu hizmeti ve Kamu Hizmeti Motivasyonu (KHM) teorileri ele alınmış ve bu alandaki literatüre katkı sağlanmıştır. Araştırmanın örneklemi, Kayseri Büyükşehir Belediyesi personellerinden oluşturulmuş olup, basit tesadüfi örnekleme yöntemiyle 269 katılımcıya ulaşılmıştır. Katılımcılara, Kamu Hizmeti Motivasyonu Ölçeği uygulanarak veriler toplanmıştır. Elde edilen veriler, SPSS 25.0 programı kullanılarak istatistiksel analizlere tabi tutulmuştur. Yapılan analizler sonucunda, yaşı 46 ve üzerinde olan katılımcıların, topluma karşı sorumluluk ve kamu hizmeti motivasyonu puan ortalamalarının, diğer yaş gruplarına göre daha yüksek olduğu tespit edilmiştir. Ayrıca, ön lisans mezunu katılımcıların &quot;kamu yararına bağlılık&quot; ve kamu hizmeti motivasyonu puan ortalamalarının, lisans mezunu katılımcılara kıyasla daha yüksek olduğu gözlemlenmiştir. Katılımcıların kamu hizmeti sunumundaki motivasyon düzeyleri ile topluma karşı sorumlulukları arasında, çalışma süreleriyle doğru orantılı bir ilişki olduğu belirlenmiştir. Özellikle, 11-15 yıl arasında çalışma süresine sahip katılımcıların, diğer gruplara göre daha yüksek kamu hizmeti motivasyonu ve topluma karşı sorumluluk düzeylerine sahip oldukları saptanmıştır. Ayrıca, cinsiyetin, kamu hizmeti motivasyonunu etkileyen önemli bir faktör olduğu sonucuna varılmıştır.</p></abstract>
                                                                                                                                    <trans-abstract xml:lang="en">
                            <p>This study aims to measure the motivation levels of public employees in delivering public services. The theoretical framework of the study includes an exploration of public service and Public Service Motivation (PSM) theories, contributing to the existing literature in this field. The sample for the study was drawn from the employees of Kayseri Metropolitan Municipality, with 269 participants selected through simple random sampling. The Public Service Motivation Scale was applied to these participants to collect data. The collected data were analyzed using the SPSS 25.0 software. The analysis revealed that participants aged 46 and above had higher mean scores for public responsibility and public service motivation compared to other age groups. Additionally, participants with an associate degree showed higher mean scores in terms of &quot;commitment to public welfare&quot; and public service motivation compared to those with a bachelor&#039;s degree. A positive correlation was observed between the motivation levels for public service and the sense of responsibility towards society and the duration of employment. Specifically, participants with 11-15 years of work experience had higher public service motivation and public responsibility scores compared to other groups. Furthermore, gender was found to be a significant factor influencing public service motivation.</p></trans-abstract>
