                            <p>Suchas education, health, unemployment and income distribution, where free marketinvestments can be inadequate; regulatory agencies prevent social problems byintervening in the market with social spending. The aim of this study is toexamine the economic, demographic and political determinants of the socialexpenditure of 33 OECD countries between 2007 and 2014. Thus, by analyzing themain factors affecting social spending, it is aimed to make these expendituresin the direction of the planned framework, least affected by external factors.For this reason, the fixed effect method and the system GMM method are used.According to the estimated results, social expenditures are slowly changingover time. Inflation affects social spending negatively. Unemployment affectssocial spending positively. These results are statistically significant interms of economic variables. One of the important factors affecting socialspending is the percentage of young and old population in working population.According to the results, political variables have no significant effects onsocial expenditures.</p></trans-abstract>
                                                                                                                                    <abstract><p>Eğitim,sağlık, işsizlik ve gelir dağılımı gibi serbest piyasanın yetersiz kalabildiğikonularda düzenleyici kurumlar, sosyal harcamalar ile piyasaya müdahaleetmekte, böylece yaşanabilecek toplumsal sorunların önüne geçmektedirler. Buçalışmanın amacı, 2007-2014 yılları arasında 33 OECD Ülkesinin sosyalharcamalarının ekonomik, demografik ve politik belirleyicilerininincelenmesidir. Bu sayede sosyal harcamaları etkileyen temel faktörler analizedilerek, bu harcamaların dışsal faktörlerden en az şekilde etkilenmesi veplanlanan çerçeve doğrultusunda yapılması amaçlanmaktadır. Bu nedenle hemstatik bir analiz olan sabit etkiler yöntemi hem de dinamik bir analiz olansistem GMM yöntemi ile tahmin yapılmıştır. Yapılan tahmin sonuçlarına göre,sosyal harcamaların zaman içerisinde yavaşça değiştiğine, enflasyonun sosyalharcamaları negatif, işsizliğin ise pozitif etkilediğine ulaşılmış, ekonomikdeğişkenler açısından bu sonuçlar istatistiksel olarak anlamlı bulunmuştur.Sosyal harcamaları etkileyen önemli faktörlerden biri de genç ve yaşlı nüfusunçalışma nüfusuna göre yüzdesi olduğu sonucuna varılmıştır. Politikdeğişkenlerin ise sosyal harcamalar üzerinde önemli etkilerinin olmadığısonucuna ulaşılmıştır.</p></abstract>
