Doğu Avrupa ülkeleri II. DünyaSavaşı’nda Sovyet işgaline maruz kalmış ve Sovyetler Birliği tarafından serbestticaret sistemi yerine merkezi planlı ekonomik sistemi uygulamaya zorlanmıştır.Doğu Avrupa ülkeleri tarafından Sosyalist sisteme yönelik ayaklanma ve isyanlargerçekleştirilmiş fakat Soğuk Savaş dönemi boyunca bu devletler SovyetlerBirliği’nin baskısı altında kalmıştır. 1980’lerin ikinci yarısı ile 1990’larınbaşında uluslararası konjonktürde meydana gelen boşluktan faydalanan DoğuAvrupa ülkeleri birer birer sosyalist sistemden ayrılmıştır. Bu yeni düzeninistikrarlı bir şekilde devam edebilmesi için ekonomik ve siyasal bakımdan birdönüşüme ihtiyacı olan Doğu Avrupa ülkeleri, Avrupa Birliği’nin desteğinisağlamak istemişlerdir. Bu çalışma, Doğu Avrupa ülkelerinin sosyalist yönetimetkisine girmesi ile Avrupa Birliği üyeliğinin gerçekleştiği tarih olan 2004yılları arasında meydana gelen ekonomik ve siyasal ilerlemenin analizini ortayakoymayı amaçlamaktadır. Bu amaçla sosyalist sistemin Doğu Avrupa ülkelerineyerleştirilmesi ile bölgede meydana gelen değişim, baskı ve tepkiler incelenmişve Avrupa Birliği’ne entegrasyon sürecinde alınan destekler ve karşılaşılanproblemler taraflar açısından analiz edilmiştir. Çalışmada tarihsel vekarşılaştırmalı analiz yöntemi kullanılmıştır. Yapılan incelemeler sonucundasosyalist dönem sonrasında Doğu Avrupa ülkelerinde sosyal ve ekonomik alanlardailerlemenin kaydedilmiş olduğu ve Avrupa Birliği’nin dönüşüme olumlu yöndekatkı sağladığına dair bulgular elde edilmiştir.
EasternEuropean countries were exposed to Soviet occupation in the Second World Warand were forced by the Soviet Union to implement a centrally planned economicsystem instead of a free trade system. Although revolts against the Socialistsystem were carried out by Eastern European countries, during the Cold Warperiod these states remained as satellites of the Soviet Union. EasternEuropean countries, which benefited from the gaps in the internationalconjuncture in the second half of the 1980s and early 1990s, were separatedfrom the socialist system one by one. Eastern European countries, which neededeconomic and political transformation in order to maintain this new order in astable manner, wanted to get the support of the European Union. This study aimsto reveal the analysis of the economic and political progress that occurredbetween 2004 when the Eastern European countries became influenced by thesocialist administration and the date of European Union membership.EuropeanUnion influenced the transformation with the economic supports in addition tothese political dynamics. For this purpose, the changes, pressures andreactions occurred in the region with the placement of the socialist system inEastern European countries were analyzed and the support and problemsencountered during the integration process to the European Union were analyzed.Historical and comparative analysis method was used in the study. As a resultof the investigations, it has been found that social and economic progress hasbeen made in Eastern European countries after the socialist period and that theEuropean Union has contributed positively to the transformation.
