IJTES provides immediate and unrestricted open access to all published content on the principle that making research freely available supports a wider global exchange of knowledge. The journal operates as a Diamond Open Access platform: authors are not charged any fees at any stage of publication, and readers have full, free access to all articles without subscription or paywalls.

As of 2023, IJTES has adopted the Creative Commons Attribution 4.0 International (CC BY 4.0) license. This license permits users to copy, distribute, display, and adapt the work—even for commercial purposes—provided that appropriate credit is given to the original author(s) and to IJTES as the place of first publication. Authors retain the copyright to their articles and may share, archive, or reuse their published work, provided that proper attribution and the DOI of the version of record are included.

For articles published prior to 2023, IJTES provided open and free access under a traditional copyright model. Although these earlier articles were not released under a Creative Commons license, they have always been freely accessible to readers without any subscription or access fee.
