1933 yılında, Cumhuriyet’in on yıllık kazanımlarını ve Türkiye’nin yeni başkentini tanıtmak için Türk hükümetinin desteği ile Rus sinemacılar tarafından Türkiye’nin Kalbi Ankara adlı film çekilir. Film, Türkiye-Sovyetler Birliği yakınlaşmasının ürünüdür ve bu durum filmin içeriğine yansıdığı gibi gösterim sürecini de belirler, zira 1934 yılındaki kısa süreli gösterimi sonrası 2000’li yıllara kadar geniş kitlelere ulaşamaz. Filmin hangi sebeplerle ve siyasal ortamda çekildiğinin ve birinci el kaynaklardan hareketle filmin gösterim sürecinin ortaya koyulacağı bu çalışma ile amaçlanan ulusal ve uluslararası siyasetin bir filmin kaderini nasıl belirlediğine ve Cumhuriyet tarihinde sinema siyaset ilişkisine ışık tutmaktır. Bu çalışma bize bir yandan 1930’lu yılların yaygın ifadesiyle “yeni Türkiye”nin kendisini ülke içi ve dışında tanıtma çabasında sinemanın kullanımının sınırlı kaldığını, diğer yandan aynı filmin farklı dönemlerde ve birbirinden farklı siyasal eğilimler tarafından farklı siyasal söylemleri meşrulaştırmak için malzeme olarak kullanılabildiğini göstermektedir.
En 1933, afin de commémorer le dixième anniversaire de la proclamation de la République de Turquie et aussi afin d’exposer sa nouvelle capitale, un film, intitulé Ankara, le cœur de la Turquie (Türkiye’nin Kalbi Ankara), est réalisé par un groupe de cinéaste soviétique avec le soutien du gouvernement turc. Après une première représentation en 1934, ce film qui est le fruit du rapprochement turcosoviétique disparait rapidement des affiches jusqu’aux années 2000. Ce film, de par son origine, sa mise en scène, ses vues, son discours et de par l’histoire de sa projection tout au long de la période républicaine nous permet de voir, d’une part, le décalage entre le désir des dirigeants kémalistes d’assurer la promotion de la « nouvelle Turquie » et la mise en pratique de cet objectif, et d’autre part, le lien étroit entre cinéma et politique, relation qui a une histoire aussi ancienne que l’existence du cinéma.
The film entitled Ankara, the Heart of Turkey was shot by the Russian filmmakers with the support of the Turkish Government in 1933 to tell about the decennial achievements of the Republic and to present the new capital of Turkey. This study, that puts forward the political context and the reasons behind the shooting of the film and reveals its projection process through primary resources, aims to shed light on how national and international politics determine the destiny of a film and the cinemapolitics relationship within the history of the Republic. This study shows that the use of cinema remained limited in the presentation attempts of the “New Turkey”, a broadly used term of the 1930s, at home and abroad, and at the same time it shows that the same film can be used as a material to justify the different political discourses in different periods by different political tendencies.
