State Duties of Architect Kemaleddin Bey in Archive Documents

Abstract

Architect Kemaleddin Bey graduated from the Hendese-i Mülkiye School in the last years of the Ottoman Empire with outstanding success and was sent to Berlin in 1895 to further his architectural education with the special permission and encouragement of the state due to this success. In the 2nd World War and the War of Independence, he completed his education during the development and completion of major events that changed the world and returned home before the declaration of the republic. Starting from the time he was educated at the Hendese-i Mülkiye school, his professional experience during his time working in Istanbul and the education he received abroad afterwards made him a sought-after expert in construction works for the newly established Republic. His achievements since the early years of his profession and his domestic and international experiences enabled him to be assigned by the state in different fields; he contributed to the development of the republic with his contemporary building designs in various typologies, restoration practices and administration in government offices during the establishment of the Republic of Turkey after the war.
Within the scope of this article, a research has been carried out by scanning archival data, starting from the late Ottoman Empire and including the Republican period, and the assignments of Architect Kemaleddin have been obtained. In this context, the Ottoman Archive and the Republican Archive of the Presidential State Archives, Istanbul Technical University Engineering Faculty Archive, SALT Research Archive and scientific literature were scanned; Turkish transcriptions of the necessary documents were made and a chronological data on the professional life of Mimar Kemaleddin was created. The data obtained are categorized in the context of domestic and international assignments, construction and supervision activities, supervision and assistance assignments, education and training activities including lecturing at universities, administrative assignments in public institutions, repair and restoration activities, awards and incentives, and various commission memberships. The chronological analysis is overlapped in the context of the change in the political and administrative situation in the process of the establishment and shaping of the republic, and is evaluated and discussed in the description of the process in terms of architectural culture.

Arşiv Belgelerinde Mimar Kemaleddin Bey’in Devlet Görevlendirmeleri

Abstract

Mimar Kemalettin Bey, Osmanlı İmparatorluğunun son yıllarında Hendese-i Mülkiye Mektebinden üstün başarı ile mezun olmuş; bu başarı kaynaklı devlet özel izni ve teşviki ile 1895'de mimarlık eğitimini ilerletmek için Berlin'e gönderilmiştir. 2. Dünya savaşı ve kurtuluş savaşı gibi dünyayı değiştiren büyük olayların gelişme ve tamamlanma sürecinde eğitimini tamamlayarak cumhuriyetin ilanının öncesinde yurda dönmüştür. Hendese-i Mülkiye mektebinde eğitim gördüğü zamandan başlayarak İstanbul’da çalıştığı dönemdeki mesleki tecrübesi ile birlikte sonrasında yurtdışında aldığı eğitim; Yeni kurulan Cumhuriyet için inşaat işlerinde aranılır bir uzman olmasını sağlamıştır. Mesleğinin ilk yıllarından itibaren göstermiş olduğu başarıları ile yurtiçi ve yurtdışı tecrübeleri, devlet eliyle farklı konularda görevlendirilmesini sağlamış; Savaş sonrası Türkiye Cumhuriyeti’nin kurulması sürecinde çeşitli tipolojilerdeki çağdaş yapı tasarımları, restorasyon uygulamaları ve devlet dairelerinde idareciliği ile cumhuriyetin gelişimine katkıda bulunmuştur.
Bu bildiri kapsamında arşiv verileri taranarak Osmanlı İmparatorluğunun geç döneminden başlamak üzere cumhuriyet dönemini de kapsayacak şekilde bir araştırma yapılmış ve Mimar Kemaleddin’e ait görevlendirmeler elde edilmiştir. Bu kapsamda Cumhurbaşkanlığı Devlet Arşivleri Osmanlı Arşivi ile Cumhuriyet Arşivi, İstanbul Teknik Üniversitesi Mühendislik Fakültesi Arşivi, SALT Araştırma Arşivi ve bilimsel literatür taranmış; gereken belgelerin Türkçe transkripsiyonları yapılarak Mimar Kemaleddin’in mesleki hayatına yönelik kronolojik bir veri oluşturulmuştur. Elde edilen veriler, yurtiçi ve yurt dışı görevlendirmeler kapsamında inşaat yapım ve denetim faaliyetleri, kontrollük ve yardıma yönelik görevlendirmeler, üniversitede ders vermeyi kapsayan eğitim ve öğretim faaliyetleri, kamu kurumlarında idari görevlendirmeler, onarım ve restorasyon faaliyetleri, ödüllendirme ve teşvikler ile çeşitli komisyon üyelikleri bağlamında sınıflandırılmıştır. Yapılan kronolojik analiz cumhuriyetin kurulması ve şekillenmesi sürecinde siyasi ve idari durumun da değişmesi bağlamında çakıştırılarak, mimarlık kültürü açısından sürecin tasvirinde değerlendirilerek tartışılmıştır.
