Afterthe Ancient Greeks, the democracy came to the agenda again and the democraticculture developed and the people's desire to take an active part in thedecision-making process was answered. This phenomenon, which is conceptualizedas "Political Participation" in Political Science literature, is ameasure that reveals the function and quality of democracy. Especially with theincrease of local residents in the last quarter of a century, participation hasgained a new dimension. Because the strengthening of local governments has allowedthe final decision maker means state administration to approach the originaldecision maker. Some tools are being used to make this even more effective.These tools, which provide political participation not only at the local levelbut also at the central level, perform a task that encourages or facilitatesthe individual to be in the political field. In this study, how the concept ofpolitical participation is realized at the local and central level and thetools that contribute to it are examined. Because of the changes ortranspositions that these instruments have experienced are important forpolitical participation and even for all political science.
