KBRN olayları tüm dünyada önemli tehdit unsurlarıdır ve kitlesel çapta ciddi yaralanmalara ve can kayıplarına neden olabilirler. Bu bağlamda yerel düzeyde KBRN olaylarına ilk müdahalenin kamu kuruluşları ve paydaşları tarafından gerçekleştirilmesi beklenmektedir. Bu çalışmanın amacı da KBRN olaylarına müdahil olan kurum personellerinin konuyla ilgili bilgi düzeyi, müdahale becerileri, konu hakkındaki tutumları ve herhangi bir KBRN vakasına karşı hazır bulunuşluk düzeylerini, kurumların böyle bir duruma karşı hazırlık düzeylerini ve Gümüşhane ve bağlı olduğu birlik müdürlüğünün bulunduğu il olan Erzurum ilinin böyle bir olayda cevap verebilme yeteneğini kurumlardaki afetler ve KBRN konusunda uzman personelin gözünden değerlendirmektir. Bu amaçla çalışmanın yapılmasına izin verilen ve çalışmaya katılmayı kabul eden on farklı kurumun bu konuda gerekli bilgi ve uzmanlığı bulunan katılımcılarıyla görüşmeler yapılmış ve ses kaydı alınmıştır. Görüşmelerde, verilerin toplanması amacıyla oluşturulmuş olan “KBRN Konusunda Bilgi, Beceri, Planlama, Teçhizat, Deneyim ve Tutum İle İlgili Mülakat Soruları” formu kullanılmıştır. Elde edilen veriler tematik kodlama yoluyla çözümlenmiştir. Görüşmeler sonucunda Erzurum ve Gümüşhane illerinde bu konuya müdahil olan kurumların çoğunda eğitim, planlama, tatbikatlar, KKD ve ekipmanlar konusunda yetersizliklerin olduğu vurgulanmış, bu olaylara müdahil katılımcı kurumların personellerinin KBRN hazırlık ve müdahale noktasında birçok konuyu barındıran yetersizliklerinin olduğu ve bu konu üzerine çalışmaların artırılarak yürütülmesi gerektiği görülmüştür.
CBRN incidents are significant threats all over the world and can cause serious injuries and loss of life on a massive scale. In this context, it is expected that the first response to CBRN incidents at the local level will be carried out by public institutions and stakeholders. The aim of this study is to determine the level of knowledge, intervention skills, attitudes about the subject and the level of readiness for any CBRN incident of the institution personnel involved in CBRN incidents, the level of preparedness of the institutions against such a situation, and the province of Gümüşhane and Erzurum, which is the province where the union directorate is affiliated. to evaluate the ability to respond in such an event through the eyes of personnel who are experts in disasters and CBRN in institutions. For this purpose, interviews were conducted with the participants of ten different institutions, who were allowed to conduct the study and who agreed to participate in the study, who had the necessary knowledge and expertise on this subject, and audio recordings were made. In the interviews, the form "Interview Questions about Knowledge, Skills, Planning, Equipment, Experience and Attitude on CBRN", which was created to collect data, was used. The obtained data were analyzed through thematic coding. As a result of the interviews, it was emphasized that most of the institutions involved in this issue in Erzurum and Gümüşhane provinces had inadequacies in training, planning, exercises, PPE and equipment. seen.
