The Analysis of Israel’s Security Understanding Based on Use of Force with the Concept of “State of Nature” Belonging to Thomas Hobbes

Abstract

This study aims at analyzing Israel’s security understanding against Palestinians since the foundation of State of Israel with Thomas Hobbes’s aspect of security. After revealing, the conceptual
projection of the term of security, Hobbes’s use-of-power-orientedsecurity-understanding that formed around the concept of “state of nature” was fixed. Israel’s way of dealing with security, starting with the foundation, based on its actions within the stream of history, together with the observation of continuity and change, was ascertained. Then, Israel’s security mentality and behavior in the context of use of force was read with Hobbes’s approach. The goal of synchronized reading is to determine whether Israel’s use-of-forcebehavior in her security understanding can be explained or not through Hobbes’s term of “state of nature” and to lay a projection regarding Israel’s security future through this concept.

İsrail’in Güç Kullanımı Esaslı Güvenlik Anlayışının Thomas Hobbes’un “Doğa Hâli” Kavramıyla Analizi

Abstract

Bu çalışma, İsrail'in devletleşme sürecinden itibaren Filistinlilere yönelik olarak oluşturduğu güvenlik anlayışının, Thomas Hobbes'un güvenlik kavramını ele alış açısıyla analizini esas almaktadır. Güvenliğin kavramsal iz düşümü ortaya konduktan sonra Hobbes'un "doğa hali" kavramı etrafında şekillenen güç kullanımı odaklı güvenlik anlayışının çerçevesi çizilmiştir. İsrail'in devletleşme süreciyle birlikte güvenliği anlamlandırma şekli, eylemlerine dayalı olarak tarihi akış içinde incelenerek, devamlılık ve değişim gözlemiyle birlikte tespit edilmiştir. Daha sonra İsrail'in güvenliği sağlama anlayışı ve davranışı, güç kullanımı bağlamında Hobbes'un yaklaşımıyla birlikte okunmuştur. Birlikte okumanın amacı; İsrail güvenlik anlayışındaki güç kullanma davranışının Hobbes'un "doğa hali" kavramıyla açıklanıp açıklanamayacağını belirlemek ve bu kavram üzerinden İsrail'in güvenlik geleceğine ilişkin bir projeksiyon yapmaktır.
