                                                                                                <abstract><p>Bu çalışma, kent planlamasını yerel siyasetin kurucu kurumlarından biri olarak ele almış ve yeni kurumsalcı bir perspektifle Türkiye’de planlama rejiminin enformaliteyle kurduğu ilişkiyi incelemiştir. Çalışmada, Türkiye’de kent planlamasının yalnızca kurallara aykırı uygulamalarla değil, esneklik, muğlaklık ve istisnalar üzerinden işleyen kurumsallaşmış bir deregülasyon durumu olarak kavranabileceği tartışılmıştır. Makalenin ilk bölümünde Türkiye’de kentleşme ve planlama pratiği tarihsel bir çerçevede ele alınmış, planlama rejimini kuran temel pratikler ve patikalar ortaya konmuştur. İkinci bölümde ise Adana’da gerçekleştirilen saha araştırmasından hareketle, Türkiye’nin planlama rejiminin yerel düzeyde hangi mekanizmalar, araçlar, stratejiler ve siyaset yapma biçimleriyle işlediği analiz edilmiştir. Nitel bir çalışma olarak tasarlanan saha araştırmasında derinlemesine görüşmelerden, imar planları ve plan notlarının incelenmesinden ve yerel basın arşiv taramasından yararlanılmıştır. Bulgular, Adana’da planlamanın büyük ölçüde imar davaları sonucunda oluşan plan iptal kararlarına karşı belediyelerin geliştirdiği parçacıl stratejiler üzerinden işlediğini göstermiştir. Belediyelerin plan iptallerinin yarattığı belirsizliği bütüncül planlama yaklaşımları yerine stratejik ve pragmatik uygulamalarla yönettiği tespit edilmiştir. Sonuç olarak çalışma, enformaliteyi yerel düzeyde ortaya çıkan bir sapma değil, planlama rejiminin merkezî ve yerel düzeylerde yeniden üretilen kurucu bir unsuru olarak değerlendirmiştir.</p></abstract>
                                                                                                                                    <trans-abstract xml:lang="en">
                            <p>This study examined urban planning as a constitutive institution of urban politics and analyzed the relationship between informality and Türkiye’s planning regime from a new institutionalist perspective. It argued that urban planning in Türkiye operates not merely through violations of regulations but as an institutionalized state of deregulation shaped by flexibility, ambiguity, and exceptions. The first part of the article traced the historical formation of planning practices in Türkiye and identified key practices and paths structuring the planning regime. The second part drew on qualitative field research conducted in Adana to examine how this regime operates at the local level through specific mechanisms, instruments, and political strategies. The study relied on in-depth interviews, analysis of zoning plans and planning notes, and archival research in the local press. The findings showed that planning in Adana largely functions through fragmented strategies developed by municipalities in response to judicial annulments of plans. Rather than restoring comprehensive planning, municipalities manage uncertainty through strategic and pragmatic interventions. Overall, the study evaluated informality not as a local deviation but as a constitutive element of the planning regime reproduced across both central and local scales.</p></trans-abstract>
