11 provinces of Türkiye experienced major destruction due to consecutive severe earthquakes occured on February 6, 2023. Earthquakes have not only caused loss of life and property, but also led to production and employment losses, and socioeconomic and environmental damage due to damaged infrastructure and industrial accidents (secondary disasters). Moreover, the severe and destructive earthquakes are not only effective in the geography where they occur, but the economic losses they create also directly affect the national economy. In Türkiye, as an earthquake country, detailed evaluation of the negative effects of earthquakes on industry and regional policy design to minimize these effects are of particular importance. Hence, the aims of this study are to examine the effects of the February 6 Earthquakes on industry and to develop recommendations on the formation of effective regional development policies for rapid recovery after the earthquakes. The main research question of the study is how the Regional Development Strategy, created on the axis of the 12th National Development Plan, can be transformed into a more effective one by taking industrial production into account. In this context, after a detailed introduction, the effects of earthquakes on industry are examined in the first part within the context of relevant literature. Then, in the second section, the effects of the February 6 Earthquakes on industry are discussed in detail. In the third section, the 12th National Development Plan and the National Strategy for Regional Development are examined in terms of the industrial-centric regional development targets they presented after the February 6 Earthquakes. Finally, in the conclusion part of the study, suggestions for regional development policy formation are developed in the context of the effects of earthquakes on industry in Türkiye. This study is expected to contribute to the relevant literature, as it is the first academic study to develop recommendations for regional policy formation after the February 6 earthquakes by evaluating the effects of earthquakes on industry.
6 Şubat 2023 tarihinde Türkiye’nin 11 ili yaşadığı şiddetli depremler ile büyük bir yıkım yaşamıştır. Yaşanan depremler sadece can ve mal kaybına yol açmamış aynı zamanda üretim ve istihdam kayıplarını da beraberinde getirmiş, zarar gören altyapı ve yaşanan endüstriyel kazalar (ikincil afetler) gibi nedenlerle sosyoekonomik ve çevresel zararlara da yol açmıştır. Ayrıca gerçekleşen şiddetli ve yıkıcı depremler sadece ortaya çıktıkları coğrafyada etkili olmamakta, yarattıkları iktisadi kayıplar ulusal ekonomiyi de doğrudan etkilemektedir. Artık bir deprem ülkesi olarak nitelendirilen Türkiye’de depremlerin sanayiye negatif etkilerinin ayrıntılı değerlendirilmesi ve bu etkileri en aza indirgemek üzere bölgesel politika tasarımı özel önem arz etmektedir. Bu gerçekten yola çıkılarak hazırlanan bu çalışmanın amaçları, 6 Şubat Depremleri’nin Türkiye’de sanayi üzerine etkilerini incelemek ve depremler sonrası hızlı toparlanma için etkin bölgesel gelişme politikası formasyonu üzerine öneriler geliştirmektir. Çalışmanın ana araştırma sorusu, 12. Ulusal Kalkınma Planı ekseninde oluşturulmuş Bölgesel Gelişme Stratejisi’nin endüstriyel üretimi dikkate alarak nasıl daha etkin bir hale dönüştürülebileceğidir. Bu kapsamda ayrıntılı bir giriş bölümünün ardından ilk bölümde depremlerin sanayiye etkileri ilgili literatür ekseninde incelenmektedir. Ardından takip eden ikinci bölümde 6 Şubat Depremleri’nin sanayiye etkileri kapsamlı olarak ele alınmaktadır. Üçüncü bölümde ise 12. Ulusal Kalkınma Planı ve Bölgesel Gelişme Ulusal Stratejisi, 6 Şubat Depremleri sonrası sundukları sanayi eksenli bölgesel gelişme hedefleri ekseninde incelenmektedir. Son olarak çalışmanın sonuç bölümünde, Türkiye’de depremlerin sanayiye etkileri ekseninde bölgesel gelişme politikası formasyonuna yönelik öneriler geliştirilmektedir. Depremlerin sanayiye etkileri özelinde değerlendirmede bulunarak 6 Şubat Depremleri sonrası bölgesel politika formasyonuna yönelik öneriler geliştiren ilk akademik çalışma olması açısından bu çalışmanın ilgili literatüre katkı yapması beklenmektedir.
