                            <p>663 sayılı Kanun Hükmünde Kararname ile organizasyon ve yönetim yapısı değişen Sağlık Bakanlığına bağlı hastanelerin yönetimi, Bakanlık düzeyinde yapılandırılan Türkiye Kamu Hastaneleri Kurumu (TKHK) ve bu Kuruma bağlı olarak görev yapacak il düzeyinde oluşan Genel Sekreterliklere bağlı olacak şekilde planlanmış ve Aralık 2012 itibarı ile fiili uygulamaya geçilmiştir. TKHK bağlı Genel Sekreterlik ve Genel Sekreterliklere bağlı hastanelerin sözleşmeli olarak atanan yöneticilerinin performans değerlendirme, ek ödeme ve görevden alma /yeniden atanma sürecinde ‘’Verimlilik Karnesi’’ esas alınmıştır. Yönerge de tanımlanan ‘’Verimlilik Karnesinin’’ oluşturulmasında Kaplan Ve Norton tarafından geliştirilen ‘’ Balanced Score Card (BSC)’’ yaklaşımından yararlanılmıştır. Bu çalışmada TKHK tarafından Kaplan Ve Norton tarafından geliştirilen ‘’ Balanced Score Card (BSC)’’ yaklaşımından yararlanılarak oluşturulan ‘’Verimlilik Karnesi’’ yaklaşımı ile Balanced Score Card (BSC) yaklaşımı ilişkili olarak incelenmeye çalışılmıştır.</p></trans-abstract>
                                                                                                                                    <abstract><p>The management ofhospitals, which are depend on Republic of Turkey Of Health Ministry whoseorganization and management structure are changed according to the no.663decree law, is planned to restructure under a general secretariat at thecountry level and these secretariats are planned to be depend on a Institutions Of PublicHospitals Turkey (TPHI). It isbased on “productivity card” evaluating performance of, making additionalpayment to, depositioning and repositioning of the managers who are worked inthe hospitals which are depend on TPHI and secretariats. Productivity cardwhich is defined by instruction are rendered with Balanced Score Card approachwhich is developed by Kaplan and Norton. In this research, the authors examinethe relationship between Balanced Scorecard approach which is developed byKaplan and Norton and productivity card which is developed with turning ofBalanced Score Card by TPHI.</p></abstract>
