We can not describe the United Nations just a mechanical tool but rather it is a living partnership and that is why it's responses to the international conflicts are being shaped by the interaction of structural and environmental factors. Unfortunately, in the framework of the United Nations Treaty, it's performance concerning with the international conflict resolution is not consistent with the expectations. Here we need to express what United Nations really is not what it should be. It is generally accepted that United Nations as a universal organization '.""hich is composed by sovereign states has very limited capacity to act mdependently. Parallel with this as being a voluntary association, in order to fulfill the requirements of the Treaty and perform effectively, voluntary cooperation is needed. However, member states are not willing enough to come into action for some conflicts which are not directly related with their areas of interests.
