Göç konusu çokça işlenmesine rağmen, bu olguya dayandırılan ya da dayandırılmak istenen ve dünyada giderek artan sorunlar bütün herkesi yakından ilgilendirmektedir. Bize göre kategorik olarak ekonomik, sosyo-kültürel ve her ikisini de içeren sorunların aslında, psikolojik algı sorunları olduğu; gerek etnik ve gerekse kültürel uyumun bu kavramın anlaşılması ve kabullenilmesi sonucu ancak gerçekleşebileceği öngörülmektedir. Bu bağlamda Türkçe dilin ve yaşanan ülke dilinin en iyi bir şekilde kullanılması gerektiği, siyasal politikacıların kamuoyunun biçimlendirmekte bu kavramları olumsuz mesajlar vererek tüketmemeleri ve düşmanlıklardan beslenmemelerinin gerektiği artık görülmelidir. Avrupa nın tarihsel sürecinde bin yıldır Türk “öteki” olarak algılanmış, İslam ise adeta “Hıristiyanlık” karşıtı ve aşağılanan bir konum ile değerlendirilmiştir. Bugün AB sürecinde Kuşaklar arası kültür, uyum ve birlikte yaşanması gereken dünyayı aydınlatan yol öncelikle insana saygıdan kaynaklanmakta, bu eylemin anahtarı da psikolojik algı olmaktadır. Dış politikalar karşılıklı saygıya ve kabule dayandırılmalı, ulusal çıkarların karşılıklılık esasına dayalı olduğu gerçeği asla unutulmamalı, siyasetçiler, bürokratik yöneticiler ve özellikle medya olumsuz ve kışkırtıcı açıklamalardan kaçınmalıdır. Anahtar Kelimeler: Göç, Etnisite, Kültür, Psikolojik Algı, AB süreci, Öteki.   Cultural Analysis of Problems Related to Psychological Perception and Effects of Migration Phenomenon on Turkey's EU Accession Process ABSTRACT Despite the fact that the issue of migration has been widely investigated, an increasing number of problems based on or associated with this phenomenon are still of widespread interest. Categorically speaking, we believe that problems associated with economic or socio-cultural issues, or both, are in fact problems related to psychological perception, and only through comprehension and acceptance of this concept can cultural adjustment be achieved. In this context, it should have been seen by now that the Turkish language, as well as the native tongue of the country of residence, should be used in the best possible way; the politicians should not spread these perceptions by giving out negative messages; and should not let themselves be fed by animosity while shaping public opinion. Throughout the thousand-year historical progress of Europe, Turks have been perceived as “the other,” whereas Islam has been regarded as “anti-Christian” and as an inferior religion. In the EU accession process today, the cultural adjustment among generations and the way to a world that is shared by all nations is rooted in respect for people, and the key to these issues is psychological perception. Foreign policies should be based on respect and acceptance, and it should not be forgotten that national benefits are based on the correspondence principle and that politicians, bureaucrats and in particular the media should seek objective approaches to information and events. Key Words:  Migration, Ethnicity, Culture, Psychological Perception, EU accession, the Other
