ILO Convention 98 was
ratified by Turkey in 1952, but ratification of Convention 87 was not possible
until 1993. However, although C. 98 was ratified in 1952, real collective
bargaining with right to strike could not materialize until 1963, the year in
which right to strike was recognized.. Apparently ratification of C. 87 had to
wait until 1993 due to concerns about its comprehensive coverage on the right
to strike as well as the public servants’ right to organize.
