This study examines whether ASEAN can form a political union similar to the European Union. Within the scope of this study, only the political structures of two organisations were examined; other factors such as cultural, economic, military and national security were excluded from the scope of the study. According to the neo-functionalist perspective, economic union triggers political union; within this framework, the study is based on the fundamental economic data of the EU and ASEAN. The hypothesis of the study is formulated as follows: although ASEAN possesses the capacity for European Union-style integration, the differing identities, cultural structures and political systems of its member states constrain the integration process. The document and file analysis method was used in the research. In the case of Europe, the financial support provided to European states through the United States' Marshall Plan accelerated the integration process. With this support, European states came together and established a regional organisation with the aim of creating a common market for coal and steel production. From its inception to the present day, the European Union has completed its single market, single currency, single border, European citizenship and institutionalisation (European Parliament, European Council, etc.) and has acquired the appearance of a single state as a supranational structure with twenty-seven members. The findings of the research indicate that the Association of Southeast Asian Nations (ASEAN) has failed to complete its institutionalisation, has been unable to establish a common identity due to its heterogeneous structure, lacks binding and mandatory decision-making mechanisms due to its loose organisational structure, and is an advisory and consultative body that prioritises state sovereignty. In these respects, ASEAN has been unable to form a political union similar to the EU. The study also predicts that ASEAN's future will be shaped in the Asia-Atlantic and Indo-Pacific regions, in line with the global power struggles between the US and China.
Bu araştırmada, ASEAN’ın Avrupa Birliği tarzı bir siyasal birlik oluşturup oluşturamayacağı incelenmiştir. Çalışma kapsamında yalnızca iki örgütün siyasal yapıları ele alınmış, kültürel, ekonomik, askeri ve ulusal güvenlik gibi diğer faktörler çalışma kapsamı dışında bırakılmıştır. Neofonksiyonalist bakış açısına göre ekonomik birlik, siyasal birliği tetiklemektedir; bu çerçevede, araştırmada AB ve ASEAN’ın temel ekonomik verileri temel alınmıştır. Kuruluşundan günümüze kadar Avrupa Birliği, tek pazar, tek para birimi, tek sınır, Avrupa vatandaşlığı ve kurumsallaşmasını (Avrupa Parlamentosu, Avrupa Konseyi vb.) tamamlamış ve yirmi yedi üyeli ulusüstü bir yapı olarak tek bir devlet görünümü kazanmıştır. Araştırmanın bulguları, Güneydoğu Asya Ülkeleri Birliği’nin (ASEAN) kurumsallaşmayı tamamlayamadığını, heterojen yapılı ortak kimlik oluşturamadığını, gevşek örgütsel yapısı nedeniyle bağlayıcı ve zorunlu karar alma mekanizmalarından yoksun olduğunu ve devlet egemenliğini öncelikli tutan, danışma ve tavsiye niteliğinde bir kurum olduğunu göstermektedir. Bu yönleriyle ASEAN, AB tarzı bir siyasal birlik oluşturamamıştır. Araştırmada ayrıca, ASEAN’ın geleceğinin Asya-Atlantik ve Hint-Pasifik bölgesinde, ABD ve Çin’in küresel güç mücadeleleri doğrultusunda şekilleneceği öngörülmektedir.
