Bu çalışma, 20. yüzyılda tarım destek politikalarının refah devletinin gelişimine paralel olarak geçirdiği kuramsal ve tarihsel dönüşümü, iktisat tarihi perspektifi çerçevesinde incelemektedir. Tarım sektörünün yapısal kırılganlıkları, yüksek fiyat oynaklığı ve iklimsel belirsizliklere açıklığı, bu alanın piyasa mekanizması içinde kendi haline bırakılmasını güçleştirmekte ve kamu müdahalesini gerekli kılmaktadır. Bu bağlamda, tarım desteklerinin başlangıçta kriz dönemlerine özgü geçici uygulamalar olarak ortaya çıktığı, ancak zamanla kurumsallaşarak çok boyutlu ve sistematik bir politika alanına dönüştüğü ortaya konulmaktadır. Çalışmada, refah devleti ile tarım sektörü arasındaki ilişki kuramsal düzlemde ele alınmakta; tarım desteklerinin ekonomik ve sosyal gerekçeleri analiz edilmekte ve söz konusu politikaların tarihsel evrimi değerlendirilmektedir. Bu çerçevede neoklasik yaklaşım ile Polanyi’nin çift hareket tezi ve kurumsal iktisat perspektifi karşılaştırmalı olarak incelenmektedir. Elde edilen bulgular, tarım destek politikalarının yalnızca üretim istikrarı ve ekonomik etkinlik amacı taşımadığını; aynı zamanda gelir dağılımı, kırsal refah ve toplumsal bütünleşme üzerinde belirleyici etkiler yarattığını göstermektedir. Bu doğrultuda tarım destekleri, refah devleti dinamikleri ve kurumsal yapı içinde değerlendirilmesi gereken bütüncül bir politika alanı olarak öne çıkmaktadır.
This study examines the theoretical and historical transformation of agricultural support policies during the 20th century in parallel with the development of the welfare state, within the framework of economic history. The structural vulnerabilities of the agricultural sector—its high price volatility and exposure to climatic uncertainties—limit the viability of leaving the sector entirely to market mechanisms and necessitate public intervention. In this context, the study demonstrates that agricultural supports, initially introduced as temporary measures in response to crisis periods, have gradually become institutionalized and evolved into a systematic and multidimensional policy domain. The relationship between the welfare state and the agricultural sector is analyzed at a theoretical level; the economic and social rationales of agricultural supports are examined, and the historical evolution of these policies is evaluated. In this regard, the neoclassical approach is comparatively analyzed alongside Polanyi’s double movement thesis and the institutional economics perspective. The findings reveal that agricultural support policies serve not only the objectives of production stability and economic efficiency but also play a significant role in shaping income distribution, rural welfare, and social cohesion. Accordingly, agricultural supports emerge as a comprehensive policy field that must be assessed within the broader dynamics of the welfare state and institutional structures.
